The study on the Region of Cartagena assures that its creation is viable and would allow to optimize resources (03/04/2017)

The Working Group that studies the feasibility of the restitution of the Province of Cartagena and other formulas of decentralization, has known the study on the Creation of the Region of Cartagena, directed by the Professor of Law of the University of Murcia, Francisco Manuel García Costa, and in which university experts have participated, which have concluded in their viability.

In the presentation to the members of the table, which includes representatives of municipal groups, neighbors and social and economic entities of the municipality, have explained the keys to the implementation of the region, which could be in the term Of a year, and it has been indicated the legal procedure to follow and the relation of characteristics that would have the region.

In the meeting on Monday have been present, in addition to the mayor, the councilors, Alvaro Valdés (PP);

Obdulia Gómez (PSOE);

Francisco Calderón (MC);

Manuel Padín (Citizens) and Pilar Marcos (CTSSP), along with the president of the Federation of Neighborhood Associations, Cristina Roca, and representatives of other entities.

On the other hand, a proposal has been drafted, which will be presented in the Regional Assembly, where the general provisions that deal with capitalism, denomination, symbols, appear in a first chapter;

The organs that would constitute the district, in a second chapter;

A third with the competencies that would count on the Shire and, finally, a fourth chapter that includes the dispositions relative to personnel and regional finance.

The author of the report also recalled that this formula would allow various services, such as resource management, fire services and the intercity transport system, to pool and save on costs.

In addition, the region could assume responsibilities in matters of culture and heritage.

The mayor of Cartagena, José López, underlined the benefits that would bring the municipalities of Cartagena, Fuente Álamo, Torre Pacheco and La Unión to optimize their resources through the pooling of their services.

In this regard, he recalled that this Monday has scheduled a meeting with representatives of the Hydrographic Confederation of Segura (CHS) which has assisted Lopez with the rest of mayors and councilors of the region to try to clean the ramblas and That "when the rains arrive, we find that they are dirty and if we clean them, in many cases they denounce us."

Thus, has assured the mayor of Cartagena that "we are more and more together and if we have to urge other administrations to ensure that the Segura Hydrographic Confederation fulfills its mission, we will do it."

In addition, Lopez has recalled that the establishment of the Comarca is a mandate of the Statute of Autonomy, which includes the comarcalización within the territorial distribution of the Region of Murcia and, in turn, has emphasized that "is much more Positive than the negative that his creation could do. "

Regarding this issue, he said that "we must take color from municipal entities," because "neighbors are the important and not the benefits that can receive political parties."

On the other hand, Francisco Manuel García has assured that, with the establishment of the Comarca, would cause that the Autonomous Community had to invest a greater amount of money in these municipalities, since "the Comarca would assume a series of functions that should be financed By the CARM ".

Based on the studies carried out in recent months, he stressed that "the best thing for the Region of Murcia is to deepen territorial decentralization", a matter that has been considered a "pending challenge" and has warned that "the regions are interesting and Necessary. "He also recalled that" the region and the province are not irreconcilable, "since" they are two different realities. "

The authors of this legal report, which was recently presented at the University of Murcia and which has been detailed in the Feasibility Table of the Province, have been inspired by the experience of the Region Singular del Bierzo in Castilla y León, while , In relation to the economic memory, have been based on the Comarca del Tarragonés, in the province of Tarragona.

STEPS OF THE PROCESS

The province's feasibility table was established last November 25, chaired by the mayor, José López, with the participation of representatives of municipal groups, universities, companies, neighborhood groups and cultural entities of the port city.

At present, the four municipalities that have adhered and have expressed their will to constitute this region are those of Cartagena, Torre Pacheco, Fuente Álamo and La Unión, although they could join up to four more municipalities.

The four municipalities attached to this procedure, on a voluntary basis, must approve in their plenary the legislative initiative of municipalities and counties.

Once approved, it must be deposited with the Regional Assembly.

After its publication as proposal of law in the Official Gazette of the Region of Murcia (BORM) and in the regional press, would initiate the own procedure of any law.

Francisco Manuel Garcia has stressed that the creation of a province is "more difficult but more beneficial than a region" because it implies that the state must modify its territorial boundaries, which requires approval in the Regional Assembly and in Parliament.

In this way, the creation of the region is "much easier" since it only requires its passage through the Regional Assembly.
