The Recruitment Department, led by Isabel García, has provided information on the management carried out from this department on open or negotiated procedures, minors for more than € 6,000, and purchases made centrally on the Ministry portal during The exercises of 2015 and 2016.
Particularly striking is the fact that in 2016 the procedures processed by contracting have increased by almost 90% (89.81%) compared to 2015.
It also highlights the savings obtained through discounts on the bidding price that has been achieved as a result of the policy of transparency in the public procurement process and the promotion of business participation promoted by the Councilor for Procurement, Isabel García.
Thus, during 2015, the savings reached 15.72%, while in 2016 it was 10.94%.
Between the two years, the total discount totaled 13.37%, with the highest savings in construction contracts and the negotiated procedure.
As regards construction contracts, in 2016, savings of almost 60% were achieved.
With regard to procurement procedures, the largest savings in both years was obtained in the negotiated procedure, with 22.24% in 2015 and 16.93% in 2016.
It should be remembered that during the year 2016, the City of Cartagena has carried out several initiatives to optimize efficiency in contracting.
In this way, the platform was put into operation, through the Electronic Headquarters of the City Council, which allows bidders, identifying themselves with their digital signature, to present their offers through telematic means, in minor and negotiated procedures.
Likewise, purchases have been boosted through the Ministry's Purchasing Center, contributing to efficiency, since the first two steps of the hiring procedure are avoided: to look for potential suppliers who can meet the needs of the City and select the best Offer of all, obtaining savings in time and resources.
Likewise, the processing of minor contracts by telematic means has made it possible to guarantee the principles of freedom of access to tenders, advertising and transparency.
The hiring councilor, Isabel Garcia, has shown her satisfaction.
"They confirm that our commitment to transparency, business participation and the search for efficiency in public procurement is fully supported by the data in this report," he said.
"These good results are supported to a great extent by the excellent work carried out daily by the contracting workers," García concluded.
