The City Council of Cartagena, through a request made from the Council of Quality of Life headed by Francisco Calderón, and promoted from the Sustainable Development Area of ​​the mayor, José López, participated in an initiative presented by the Institute of Promotion of Region (INFO) to access a European call to fight against climate change from the municipalities.
The project, which Cartagena City Council participates as a partner, attended the 2016 call for the Life Program, whose general objective for the period 2004-2020 is to contribute to sustainable development and to the achievement of objectives and goals Of the Europe 2020 strategy and of the Union's relevant strategies and plans for environment and climate.
It is a financial instrument of the European Union dedicated exclusively to the environment.
The regional agency thanked the Consistory for the involvement of the City of Cartagena and the good work done by the technical staff who participated in the definition of a tool that is considered fundamental for the development of plans for adaptation to climate change in the municipalities of Region.
The measure, articulated from the Covenant of Mayors for climate and energy, an initiative to which the City of Cartagena is attached, contemplates concrete actions that, in the case of Life-Adaptate, seek to contribute to the improvement of policies And European legislation on climate and energy change at the local level, facilitating the implementation of local policies for adaptation and mitigation to climate change.
THE PROPOSAL OF CARTAGENA
This initiative is aimed at the adoption of various measures to curb the effects of climate change in Cartagena, through the creation and modification of urban microclimates that offset the rise in temperature in the environment, as well as the network of rural roads naturalized.
The pilot experience in Cartagena, with 296,000 euros, will be developed in the surroundings of Ronda Ciudad de La Unión - Jorge Juan.
The proposal focuses on the creation of interconnection zones of existing green spaces in the area, through hybrid passable spaces shared by the pedestrian and the bicycle, also causing a reduction in the use of private transport.
In addition, existing bike lanes and pedestrian traffic areas will be adapted to create shade spaces with pergolas of green cover, for which native climbing species will be used.
When possible, wet spaces such as ponds and fountains will be implemented, thus contributing to lowering the temperature.
At the same time, the project contemplates putting in place a system that, through a network of specialized sensors, will measure relative humidity and temperature.
The information will arrive at the municipal control center of the San Miguel administrative building through fiber optics to be later able to be sent back to the network of municipal information panels.
