This Thursday, March 2, the Councilor for Finance of the City of Cartagena, Isabel Garcia, chaired the meeting of the Monitoring Committee of the Strategic Grants Plan.
The event, which has been held in the administrative building of San Miguel, has also involved members of all political groups with representation in the City of Cartagena, as well as technicians from areas that usually manage grants.
After determining the positions of president, who occupies Isabel Garcia;
Vice-president, who will be the popular councilman Álvaro Valdés, and secretary and deputy secretary, in the figure of the municipal technicians, Manuel Guirado and Laura Aguilar, respectively, the members of the Commission have transmitted the considerations and contributions related to the 2016 Plan, elaborated For the first time in the Consistory of Cartagena thanks to the impulse of the Councilor for Finance.
Thus, the need to hold meetings more frequently has been agreed with the objective of unifying criteria and procedures, and enriching the process through maximum participation.
Likewise, it has been considered the possibility of designing training days for municipal employees and associations and groups that opt ​​for public subsidies.
Finally, the Commission has been informed of the proposal for a Strategic Multiannual Grant Plan (2017-2019).
It is expected to be approved by a local government board later this month.
During last July, the local Government Board approved the proposal made by Garcia for 2016, a document called to standardize the bases of concession of subsidies, in addition to improving and rationalizing municipal management of spending through greater control and administrative simplification The process with the creation of the municipal database of subsidies that collects all the aids that are granted.
In short, the channels were articulated to provide clarity and transparency to the amounts and the processes of granting and justification of aid granted by the consistory to entities and individuals, fulfilling a goal marked as a priority by the Executive led by José López.
STRATEGIC PLAN OF SUBSIDIES
The Strategic Grants Plan is the final result of a work promoted by the Department of Finance, materialized, in addition, to comply with the mandate established in Law 38/2003, of November 17, General Grants.
In this way, the text has established the principles and bases of execution common to the different and different lines and programs of grants and subsidies of the City.
Among its objectives is to improve and rationalize the municipal management of subsidies.
To this end, it is based on the evaluation of aspects such as transversality, effectiveness and efficiency in the management of the different aid lines, and promotes administrative simplification and transparency, through the creation of a municipal database of subsidies that Includes all the aid granted, both by the various municipal bodies and by their entities.
Likewise, the Plan specifies the concession procedures;
Deadlines;
financing;
Payment and term;
Justification, that must be presented in the Department granting the subsidy;
Obligation to present supporting documents and certificates attesting to being aware of their tax obligations and Social Security, among other issues.
In the same way, the document contemplates a system of control and monitoring of the Strategic Plan of Subsidies that will be divided in two ways: economic-financial control (action that will be executed from General Intervention);
And control and follow-up of the Plan, carried out by the Plan Monitoring Commission, a body coordinated by Isabel García, which includes a representative of each of the areas and grant management entities, as well as the General Intervention.
TRANSPARENCY IN THE CONCESSION
In order to maximize the transparency policy established by the local government since its inauguration, it has been determined that all subsidies granted during the current month by the City Council or its autonomous agencies in each of its strategic lines, aid programs And announcements, will be published during the following month in the municipal web, indicating the receiving entity, amount, project or action to which it is destined.
LEGAL OBLIGATION
The Councilor delegate of Finance has marked as fundamental objective in its area of ​​management the materialization of the Strategic Plan of Subsidies, which complies with Law 38/2003, of November 17, General of Subsidies.
Thus, Article 8 of the aforementioned regulation stresses the need to prioritize the implementation of the objectives and effects intended to be applied, the time needed to achieve them, the foreseeable costs And their sources of funding.
