The councilor of the Archaeological Heritage Area of ​​the City of Cartagena, Ricardo Segado, participated today in a meeting with the Minister of Culture of the Autonomous Community, Noelia Arroyo, Vice-Chancellor of Sustainability of the Universidad Politécnica de Cartagena (UPCT), Marcos, Ros, the municipal coordinator of Historical and Archaeological Heritage, Mari Carmen Berrocal, and the Official College of Industrial Engineers of the Region for the implementation of a master plan that will allow the recovery and valorization of the region's windmills And that will put special emphasis on Cartagena and its Region because "most of them are here", as Arroyo has indicated.
Thus, Segado said that the meeting on Tuesday was "a first contact that the City Council welcomes" and announced that soon will be held further technical meetings to study the "real implications of each of The administrations and groups that participate in this plan ".
In this regard, the Minister of Culture has pointed out that, in these upcoming meetings, representatives of other municipalities in the area, such as Torre Pacheco or San Javier, will join the table.
In addition, the mayor of Archaeological Heritage has stressed that the City Council has shown in this meeting the work around two projects, funded by the Consistory, such as the Mill of the Stones and the Mill of Asomada and the City of Cartagena already works with several individuals "to take charge of the recovery and maintenance of their own mills."
Along the lines of the project, Segado has moved the desire of the Government of Cartagena to guide, from the municipal experience, the guidelines that should mark the Master Plan, besides including in the same two projects devised from the local Administration.
In this new plan, Ricardo Segado announced the will of the local government that "at least most of the mills can be energy efficient, produce clean energy and have a modernized use but mixed with our past, which constitutes that heritage So important for Cartagena. "
For its part, Noelia Arroyo has remarked "the vast majority of mills that the General Directorate of Cultural Property has inventoried, a total of 212, the majority belong to private owners but there are also some that are owned by municipalities, and a large number of them Are in Cartagena, "while assessing that" the City Council has already a lot of advanced work in terms of recovery of the mills in the municipality of Cartagena. In this way, the Minister explained that the project of the Autonomous Community seeks the recovery, value and use of the mills that belong to municipalities "and, on the other hand, involve in this work of recovery with public-private funding To the owners of declared mills of cultural interest. "
In this work, Arroyo has pointed out, the work of the UPCT is fundamental, which will evaluate the state in which the mills are located and what use can be made of them, as well as the Professional Colleges of Architects or Industrial Engineers, which Are going to study these buildings from the architectural or industrial heritage point of view.
The counselor has agreed with the councilor in the convenience of this project of joint work between the two administrations, together with the UPCT and the professional colleges, and has assured that "we move," with the aim that "we can soon To see a mill with a recovery plan of its surroundings or some hiking route to enjoy the landscape ".
Finally, the Vice Chancellor of Sustainability of the UPCT has highlighted the university's commitment to this project, in which they make available to administrations the research staff of the degrees in Architecture, Industrial Engineering and Tourism.
