The first participatory budgets of the City Council of Cartagena have a total of 94 proposals, selected among more than 2000 suggestions that were sent at the time, for the election by the citizens of the port city of those projects that will finally be executed thanks to Your vote.
The mayor of Cartagena, José López, presented this Friday, February 10, the list of projects and voting system of this initiative for this year 2017 in the company of the councilor of Finance, Isabel Garcia, and the Councilor of the Treasury Department And Interior, Francisco Aznar, who has appeared in substitution of the Councilman for Transparency and Good Governance and Decentralization, Juan Pedro Torralba, and has excused his absence due to illness.
In the act of presentation were also present the Councilor of the Area of ​​Quality of Life, Francisco José Calderón;

The participatory budgets are a pilot experience that will dedicate a total of 1,569,387 euros to the projects that the citizens of the city vote after the analysis and evaluation phase of the proposals received carried out by the municipal technicians of the Area of ​​Infrastructures .
This is a total of 94 proposals, of which 53 have been requested for the various councils of the municipality, while the rest correspond to the neighborhoods of the city, 15 of which refer to the center.
As a curious fact, attention is drawn to the fact that taking care of all of them would mean an expenditure of about 14 million euros.
VOTING PROCESS
That is why it is necessary to apply a selection process in which the citizens have the floor.
For this reason, a simple, fully computerized voting system has been established that will avoid duplication and allow the participation of all citizens registered in the municipal register and over 16 years of age between February 16 and April 5. March.
The opening of the polls will be made in a public ceremony on March 8 and from this moment will be presented the definitive priority list of all the actions to be undertaken.
The suffrage can be exercised in person either at the City Hall in the administrative building of Calle San Miguel or in the offices OMITAS (Municipal Offices of Information and Administrative Processing of the City of Cartagena), which will be tried to open in the afternoon To enable voting to be carried out for the citizens, as well as municipal buildings, libraries or headquarters of associations of neighbors where there is no such office.
On the other hand, you can also vote online through the 'ContiGO' platform if you have an electronic certificate or with the DNI-e and its corresponding PIN code.
In both cases, the computer system will be connected to the municipal register database to verify that the person meets the requirements and has not previously voted.
Those interested in participating in this initiative may select a total of three proposals from the list and must place the reference number of each one on their respective ballots.
MANAGEMENT OF BUDGETS
The mayor, José López, remarked that the day in which the projects to be submitted to citizen suffrage were presented was a "day to talk about projects and investment", and he was congratulated because "the 2016 year has been a year Historic in economic terms for the City of Cartagena, and therefore for all Cartagena. "
In this regard, it has placed special emphasis on the good data that closed the last cycle.
"The municipal budget for the year 2016 has been implemented in 115%, not 100% but much more," he said.
"With the extraordinary income generated by our management has increased by about 44 million euros", to more than 233, he added.
This results, as it has pointed out in an investment of 28'3 million more than initially planned.

He also recalled that the Government team has lowered rates and taxes.

García has stressed the importance of giving voice to the neighbors of the municipality in the governmental management as the main basis of these budgets.

"The first participatory budgets of the City Council of Cartagena have become a great survey that has been used to take the pulse of all Cartagena. Anyone who has wanted to be heard has had his opportunity," he said.
"We have checked with all the proposals we have received that the people of Cartagena do not want great works or projects, they want concrete solutions to their daily life, those that make their lives easier and make them a little more pleasant and happy," he added.
INCREASE OF DEPARTURE
On the other hand, the councilor explained that with the positive remainder of 2016, which will add up to the one and a half million that had been earmarked for this initiative in principle, maintenance and improvement actions are included that are distributed in three areas: lighting, open spaces Or greens and pavements (sidewalks and asphalt).
"This is possible because the ICO loans have been amortized, which leaves the Adjustment Plan of the Ministry of Finance and allows the remainder to be allocated to 'financially sustainable investments'," he recalled.
He also welcomed the "dynamics of optimization of spending and responsible and effective management of the public resources of which this government is captained by its mayor."
CALL FOR PARTICIPATION
In another line, it has pointed out that many of the projects have been discarded because they are not municipal competition, because of their high cost, because they did not correspond to investments, because they have already been executed or because the Municipal Executive itself already plans to execute them soon.
Regarding this same issue, Councilor for the Area of ​​Finance and Interior, Francisco Aznar, has also confirmed that "have been selected those that were really technically feasible."
Isabel García has wanted to make a call to citizen participation.
