The Office of the Prosecutor has filed the complaint against the councilman of the Treasury and Interior, Francisco Aznar and two officials of Human Resources for an alleged irregularity in the system of swaps between local police of different municipalities.
The chief prosecutor of the Area of Cartagena, Carmen de la Fuente, says in her brief that the actions of Francisco Aznar and officials "are not a crime."
The complaint was filed by the spokesman of the municipal group of the Popular Party, which accused the government team of using the system of barter between local police to increase the budget of 2016 by 360,000 euros.
The popular mayor asked in April the Prosecutor's Office of Cartagena Area to inquire into the possible commission of a crime of administrative malfeasance.
Finally, the chief prosecutor has reported that the complaint has been closed because there is no crime in the actions of Francisco Aznar and officials.
