The Local Government Committee this morning approved a proposal of the mayor, Jose Lopez, the Plan of Action Against Noise in Cartagena, with which it will seek to limit noise pollution suffered by the conurbation of Cartagena.
This plan should have been approved and submitted to public information in the year 22013, as established by the Noise Act 2003. The City of Cartagena Plande prepared the action to which the preceding paragraph, by hiring external technical assistance with a specializing in environmental acoustics, company having been given the corresponding document dated December 20, 2013.
This plan was presented to the technicians of the various municipal departments involved dated October 23, 2014 in order that they could make the allegations and observations deemed appropriate in each case.
With the initial approval of the document by the Governing Board, the City complies with the requirements made recently, in August and October 2016 by the Directorate General for the Coordination of Common Policy and General Affairs of the European Union Secretary State of the European Union, under the Ministry of Foreign Affairs and Cooperation, which warned of a breach of the European directive and called for the regularization of the situation in the shortest possible time interval.
The announcement of public display of the plan will be published shortly in the official gazette and the public information period will open for a month.
CONTENT OF PLAN
The consists Plan a diagnosis of the situation made from the map results noise, identification of situations that should improve a relationship of actions already being carried out or is intended to be carried out in the context of this Plan, a proposal for delimitation of quiet areas and a set of indicators for monitoring the Plan.
The main objective of the Plan is to try to resolve conflicts associated with the noise of the traffic in the conurbation of Cartagena, which is the main source of noise identified in the strategic noise map, as required by the rules application sector.
The actions contemplated in this area focus on promoting sustainable mobility, prevention of noise pollution produced by the rodadomediante traffic previous studies, urban planning and acoustic studies of the building and protection of sensitive areas that might be affected by installing noise barriers, among others.
However, the Plan also included performances made to optimize the city noise management;
to improve information, awareness and participation of citizens;
to control the noise associated with nightlife;
and reduce the noise impact associated with municipal services, such as street cleaning and waste collection.
The Plan is structured in seven strategic lines, 20 programs and 67 performances.
