The City of Cartagena open to citizen participation 50 percent of the 2017 budget on investment.
This is a pilot, a first step in the implementation of the Participatory Budget, neighbors seeking to become leading actors when seeking solutions to the needs of the city.
This initiative was presented today vierbes after the Local Government of hand Councillor of Finance, Isabel Garcia and the Councillor for Transparency, Maria Jose Soler, highlighting the promotion of participatory budgets on transparency, efficiency and effectiveness in municipal management.
With regard to investment, includes related to both new and maintenance of existing ones, from building a garden or improving streets, street furniture or parks, construction or renovation of buildings or permanent procurement council works, like buying computers or waste containers.
It represents an investment not as regards the implementation of activities, grants or recruitment.
The percentage of fifty percent would be destined to investments around 2 million euros, a significant amount of money in which the neighbors have a say, as stated by the Councillor of Finance, Isabel Garcia.
It is further progress in the consolidation of a transparent government that encourages participation and seek consensus and involvement of as many social partners, added the Councillor Transparency, Maria Jose Soler, noting the principles of transparency, participation, Citizen Open collaboration and the City Government.

The mayor added that would also be subject to public voting concrete actions have no place in the starting investment, but can be declared feasible by the municipal technical services and if there is budgetary provision to carry it out.
Making proposals
May make proposals until November 15 all residents of the municipality of Cartagena, over 16 years, as well as organizations and groups located in the same.

Proposals will also be presented telematically through the platform you.
Each participant may propose up to three proposals affecting a particular district or county council or the entire municipality.
From November 16 to December 15 proposals will be submitted to the municipal technical services for analysis and evaluation, checking if it meets the requirements of technical, economic and legal feasibility.
All proposals that pass the previous phase will be voted during the second half of December.
