The full City Council of Cartagena, met this morning under the chairmanship of Mayor, Jose Lopez, approved with the favorable votes of all municipal groups except CTSSP, who voted against the document review of the General Municipal Plan of Arrangement Cartagena for submission to a period of public exposure and remedy without delay the shortcomings that determined the Supreme Court judgment in the handling of the regional administration.
Both groups of Local Government, PSOE and MC, as citizens have appealed to their sense of responsibility and alinterés Cartagena to not start from scratch but modify and improve that was transacted in the day, opening a participatory process to citizens and entities, which will be two months instead of one.

APPLICATION OF SURPLUS

These obligations include the incorporation of remaining credit;

NORM
The plenum unanimously approved the amendment of Regulation and Organization Inspection Services City of Cartagena to adapt to new technologies and requirements of eGovernment;

DEFINED STRATEGY PROTECTION AND CONSERVATION OF MAR MENOR
Unanimously, the political groups agreed on a joint compromise motion that is bet decisively to protect the Mar Menor, a text that stresses the need to foster the absolute involvement of all administrations to alleviate the serious problems that, today, suffer the salt lake.
Thus, Cartagena, the municipality with more extension of the Mar Menor coast, requires the involvement of other administrations to recover one of the main sources of wealth of the region.
Thus, the House has urged the Autonomous Community to be developed and approved the Management Plan Mar Menor Protected Areas and Coastal Strip Mediterranean Region;
also a Law on Integrated Management of Mar Menor is processed;
provided that, within two years, a sufficient network of green filters around the Mar Menor;
the regional Government undertake a Plan Environmental Sustainability of Irrigated intensive Campo de Cartagena, directing this goal to achieve zero discharge of fertilizers;
that the Governing Council of the CARM request the Hydrographic Confederation of Segura an investigation into the uncontrolled expansion of irrigation in the south of the Mar Menor lagoon;
CARM to enhance the sustainability of farming in the Campo de Cartagena, promoting organic farming, integrated, extensive, etc .;
that the Ministry of Agriculture to act on irrigated crops and land clearing has facilitated the emergence of flooding and runoff in Los Nietos;
the Autonomous Region ensure maximum transparency and citizen participation in the expenditure of the allocation of the European Union in the framework of the Integrated Territorial Investment (ITI) for the Mar Menor;
to CARM also commission a scientific study by specialists from universities in the region, where the evils of the Mar Menor are identified and solutions are available, giving priority to the most urgent.
The motion passed to protect the Mar Menor includes the commitment plenary monitor, rigorously, that all urban developments affecting the Mar Menor have to report favorable environmental impact and pose no additional threat to the environmental situation of the lagoon, in addition to evaluate and correct the state of sewage network, with a focus on sewage and collectors.
Finally, the House has given priority to consider urgently intervene in the elimination of those infrastructures that obstruct the sediment dynamics of the inner shore of the lake;
immediately suspend dredging, regenerations and beach cleanups involving the extraction of sand from the seabed, replacing these practices with alternatives that do not harm the marine ecosystem and the need to reach consensus on all actions with the different social agents and fill content and participation existing institutions focused on the issue, as the Technical Office of the Mar Menor (contained in the Budget 2016) or the Advisory Board of the Mar Menor.
FREE ADMISSION OF PARKING OF SANTA LUCIA
With the abstention of the PP, and the favorable vote of other municipal groups, the plenary approved a motion CTSSP for the Regional Government be urged to establish gratuity Hospital car park of Santa Lucia.
To do so will request that in July 2017, when the current lease runs out, the Community does not remove a new tender, so that the management and operation of the service is 100% free public user.
It will also seek to manage the parcel that the City Council gave the regional administration for what was to be the new School of Nursing, temporarily allocate a new free parking for about 180 seats, whose management and operation is public and again free to the user.
The motion states that under the next year's budget, is carried out optimal provision of access to the hospital, fixing sidewalks, facilitating the arrival on foot (from the Barrio de Santa Lucia, Urbanisation Santiago and Lo Campano) and by bicycle, by installing a bike lane.
POLITICAL PRISONERS IN VENEZUELA AND EUROPEADE
The approval by PP, PSOE, MC and Citizens, a motion of the latter group, on the situation of political prisoners in Venezuela, which has opposed CTSSP, has created some tension.
The motion expressed support for the Amnesty Law and National Reconciliation approved in the National Assembly of Venezuela;
the defense of justice, freedom of expression, guarantee the fundamental rights of people and democracy in Venezuela;
and the immediate release of all political prisoners in that country.
Finally, and among other things it has passed a motion of Citizens, supported by MC and PSOE, to initiate efforts aimed at getting Cartagena to host the Europeade in 2019.
It is a festival of five days which brings together annually to about five thousand people and that brings music and folk dances from all over Europe.
The initiative has had the abstention of the PP and vote against CTSSP.
