Article 9 of the current Statutes of IMSEL establish the composition of the Governing Council, which is formed by the following members: five representatives of the City appointed by the mayor from among the councilors who form the municipal corporation, a director appointed by the Mayor among Neighborhood associations in the area, and the director General of the Coast.

Citizens from Cartagena believe that such composition of the Governing Council does not reflect the political representation of the full council, as not allow the participation of representatives of the various local groups.

Also, the figure of the Director General of the Coast no longer exists (at least under that name and title).
