Citizens Cartagena has collected some of the claims of the Federation of Parents' Associations (FAPA) that have appeared in the media in recent weeks, including its demand that the Councillor for Culture and Education, David Martinez, convene once the Municipal School Board, which by law should have been convened, at least one, in the first quarter, as well as the meeting of the Permanent Commission, which must be monthly basis.
The spokesman for Citizens Cartagena, Manuel Padin, expressed his concern that since "the legislature began, the Councillor for Education, David Martinez, has not convened a single Municipal School Board, although it is required to do so during the first quarter of the year school".
This Council is not convened, has attributed important functions, as they appear in the Rules of Procedure, which should not have been ignored, such as to the concerns of the school community of Cartagena, ensure optimum distribution of the various resources that the City Education or intended to establish a framework for participation of the different sectors of the educational community in the municipality, and study of school problems and proposed possible solutions in different activities in the educational field.

The Municipal Group presented in September 2015 a motion (unanimously approved) which ordered the council to promote and actively cooperate with the Bank of Books created by the FAPA.
The entry into force of the Organic Law for the Improvement of Educational Quality (LOMCE) forced the students attending Kindergarten, Primary and Secondary to renew all their textbooks.
For many parents, this obligation meant a strong economic burden, considering that each book has an average cost of 30 euros.
In the "book bank" manuals are available to parents for only 11,50 euros and, if it is associated with AMPA, for 7.50 euros.
It is a price 60 percent cheaper than in bookstores.
To launch this initiative, the FAPA has already invested about 12,000 euros, and expected to receive some specific municipal aid, but ultimately did not occur.
