On the morning of Monday, March 14, 2016, members of the animal association Garm (Animalista Group Murcia) attended the meeting of the Bureau of Animal Welfare in the City of Cartagena, calling for the ban circuses wild animals in the municipality.

the problem of animal circuses addressed, and after a brief discussion, it was recalled that according to article 96 of the Spanish Constitution, this country with all its autonomous regions and municipalities are required to enforce the guidelines of the Union European and all international treaties signed and signed it, such as:

And in one of his articles states:

Wildlife animals must live accordingly to ethology of its kind, and should not be subjected to physical or psychological suffering.

The use of wild animals is not a cultural fact for protection of the member states of the EU.

Which states that animals must live with minimum conditions for a dignified life are: A proper environment, proper diet, opportunities to express natural behaviors, protection from fear and anxious states, and protection from pain, injury or diseases.
And finally, a report by the FVE (Federation of Veterinarians of Europe), a federation was created to "promote health and animal welfare and public health in Europe", to which belong 36 countries among them was read Spain and its College of Veterinary Surgeons.
In recommending that all competent European and national authorities, prohibiting the use of wild mammals in traveling circuses in Europe, since it does not exist in any case the possibility to adequately meet their needs, physiological, mental and social.
After exposure, the Bureau of Animal Welfare, spoke mostly in favor of the ban animal circuses in Cartagena, and accepted our proposal that the ban be included in the new ordinance is being drafted.
