The Economic Administrative Council of the City of Cartagena in 2009 recorded a toral of 421 complaints, of which 333 were related to the implementation of bonus in the real estate tax to holders of large families, and 88 other issues, as clear from the annual report published by this body.
A total of 187 resolutions were issued on these claims, 135 estimatory, 38 and 14 rejecting admissibility, as is recorded in the balance that the Council has done in 2009.
With regard to IBI, 111 resolutions have been passed, from estimates of which are wholly or partially, 104.
While it is true that, in total numbers has been resolved 40 percent of all work undertaken, so is that, apart from the bonus to large families in IBI, the percentage of resolutions reached to 68.6 percent.
Just the sheer volume of cases on the said bonus has been to create a differentiated set for resolution, provided without crippling the other claims.
Keep in mind that the average overall time resolution is at 4.6 months (4.26 for bonus issues of IBI and 4.96 for the rest), well below the national average is six months, but the goal is to streamline procedures and close at 3 months on average between the filing of the complaint and its resolution.
Regarding the study that remained outstanding at 31 December are claims filed largely in recent months, bringing its decision will appear in the memory of 2010.
On balance there is another fact that is drawing attention, and that many of the claims by companies or governments stand very well advised, which implies a degree of very important legal development.
Finally, note that in 2009 were 9 judicial review brought against decisions of the Council.
In addition, there has been resolution of 5 appeals before and only once these five the court has decided against the decision of the Council.
