[Social spending will increase by 30% in 2021 in the budgets for the year of recovery after Covid-19 (18/12/2020)

| The mayor and deputy mayor of Cartagena present the accounts for next year, which increase their items for neighborhoods and councils and will not contemplate tax increases | Cartagena already has budgets for 2021, some accounts that will continue this year's municipal strategy to address the Covid crisis and that will put the accent on neighborhoods and councils, the 30% increase in Social Welfare, It will not contemplate increases in taxes to Cartagena and will highlight the investment to promote employment in the municipality. The Local Government Board gives the green light this Friday to the accounts for next year, which have been presented by the mayor, Ana Bel n Castej n, and the deputy mayor, Noelia Arroyo, accompanied by the deputy mayor, Manuel Pad n, and the Councilor for the Treasury, Esperanza Nieto, and that amount to 217 million euros, with 3.3 million more than in 2020 and a rise of 1.5% compared to this year. "These budgets fulfill a double objective: to combat the social effects of the pandemic and to stimulate the economy to generate employment." This is how the mayor has defined the accounts for 2021. Thus, the city council will stop entering a million euros, since tax increases have not been included for Cartagena, just as it will not charge, during 2021, activity licenses for new businesses, rates of terraces, street occupancy rates and activity change licenses, among others.

"They remain in suspense during the year 2021 because this pandemic has hit our entrepreneurs and the self-employed hard and this is one of the ways we have to continue supporting them," Castej n remarked. The commitment to neighborhoods and councils is evident in the increase in the budget both in the Neighborhood Councils and in the Districts.

Thus, the latter will have an additional 300,000 euros, while the Neighborhood Councils rise 90,000 euros.

In total, both will have just over 2.5 million euros in 2021. "2021 will be the year in which our municipality improves in the maintenance of its gardens, in cleaning, in urban furniture and in everything related to conservation", highlighted Ana Bel n Castej n, who has detailed that, for this reason, chapter 2 of the budget contemplates an increase of slightly more than 2.3 million, reaching, next year, 82 million euros. The mayor has ensured that the accounts are "conservative in income forecasts", taking into account only "those that are clearly justified." Thus, "we have made stable and realistic income forecasts, like this Government." INCREASE IN SOCIAL WELFARE Social spending is the one that rises the most in the 2021 budgets.

Thus, the Social Welfare area experiences a rise of 3.5 million, since it goes from 4 to 7.5 million euros.

In this way, it has a 30% increase compared to 2020. "This Government maintains its firm commitment to help those who need it most, especially in the difficult moments that we are having to live," said Castej n. Likewise, the areas that contribute to social spending, such as Education or Equality, add up to a rise of 5 million euros, an increase of 13% compared to the previous year, and aid to merchants and entrepreneurs is consolidated with an increase of 90 % in the Department of Commerce. INVESTMENTS "The budget that we present to you today has been designed to launch the entire municipal investment power and stimulate the local economy," highlighted the mayor, who presented the investment chapter, with 12.3 million euros provided in the budget. The mayor has described the 2021 accounts as “an open budget”, in which many items are prepared to be supplemented with funds from the European Union, the national government or the Autonomous Community. Likewise, among the new investments included in the 2021 budget, an item of about 1 million euros for the General Urban Planning Plan and almost 200,000 euros for the Los Camachos industrial estate, in addition to others for the replacement of the access lights to the highway, the rehabilitation of Isaac Peral's house, the beginning of the reform of the Gisbert Market, the forecast of the purchase of the Teatro Circo and the to start the Neighborhood of Entrepreneurs and the Hotel de Asociaciones. In turn, the continuation of works or projects already started in 2020 is planned.

“One of the virtues of our budgets is that we are clear about our Legislature projects and, therefore, the amount of the term of This year's multi-year projects is 70% from Chapter 6, which ensures continuity and peace of mind that investment objectives are met, ”the deputy mayor highlighted. In addition, the accounts for 2021 contemplate the next opening of the Museum of the Roman Forum, therefore, to cover this start-up, the endowment of the Port of Cultures Consortium has been increased. A FEW BUDGETS BEYOND COVID-19 "Not everything is focused on Covid because we believe that 2021 will be the year of recovery," the deputy mayor highlighted. Thus, the accounts that the two Cartagena leaders have presented this Friday include a 10% increase in Culture and recover the game for the celebration of La Mar de M sicas, as well as the full subsidy for the Carthaginian and Roman Festivities.

"We understand that from the second semester of the year the health situation will be much better and we will be able to recover a relative normality", stressed Noelia Arroyo. 2021 will be the year of celebration of important dates in the field of culture in Cartagena, such as the anniversary of the Popular University, the 40 years of the International Jazz Festival or the 50th edition of the International Film Festival (FICC), so the budget has a special item for these commemorations. Regarding chapter 1, referring to Personnel, it registers a 1% increase, with a commitment to the consolidation of the workforce and the most productive areas of the City Council.

"For 2021 an important offer of public employment is planned and we will fulfill our commitments with municipal workers such as administrative assistants", Arroyo stressed. REDUCTION OF MUNICIPAL DEBT The deputy mayor has announced that, during the next year, the Cartagena City Council will reduce the interest it pays on municipal debt by 15%, "which results in an increase in the money that we can allocate for investment", the vice mayor explained. Thus, the budget foresees that, on December 31, 2021, the debt will amount to 34 million euros, so the City Council will have amortized 25 million.
