The Neighborhood Association of the Barrio de la Concepci n, after the public appearance starring the mayor Ana Bel n Castej n in which the approval of the fulfillment of the agreement signed between Cartagena Parque and the Cartagena City Council, wants to make it clear that: Being in continuous contact with the residents who fear that their homes will end up flooded, with the groups that fight for a Cartagena more focused on the pedestrian and in which mobility is the center of urban development and with those who live In the areas that are going to be expropriated or have already been, we cannot accept the statements that Ana Bel n Castej n used yesterday as good. The tone of total victory with which the City Council approved the agreement yesterday is far from the general feeling of the residents of the Barrio de la Concepci n that we see how the haste due to the early expiration date of the agreement has been put before, on numerous occasions, in the interest of the neighbors. The approval of this plan is carried out leaving several loose ends that leave several of our neighbors in a defenseless situation and that we hope we can deal with the City Council at the meeting that our board has requested with the City Council through our district councilor. Although it is true that the City Council and neighbors maintain fluid contact, it seems important to highlight that: We were not given a voice or vote at the time of the creation of the avenue - The solutions proposed to prevent flooding in the affected areas should have been taken before building this road. Basic issues, such as the outlet of the rainwater collectors from the avenue to the rambla, have not been addressed and therefore are not currently in operation. The Improvements that were agreed with the Neighbors Association in the meeting held with the mayor, respond to the minimums required for any work carried out in 2020, such as sidewalks and lighting. Understanding that once the different polygons are finished most of the problems of accumulation of water will be solved, we believe that provisional solutions are not enough to avoid floods on dates of torrential rains and we are concerned about the weather.
That can happen until the final measures take effect. There is still uncertainty among residents, especially those who live in areas susceptible to expropriation. The proposed mobility measures seem insufficient to us for a road of this size, which aims to support a large amount of traffic and which aims to be a main access on foot for our neighbors to the urban center. The Rambla plan has spanned 30 years, in which many of our neighbors have been forcibly expropriated.
During this time, the different municipal corporations have left in the background the problems generated to the neighbors in relation to this project and we understand that it continues to be that way today. We believe that there are still many years left for the Rambla plan to be completed and our Neighbors Association will continue to monitor the problems that these works generate for our neighbors and try to have them taken care of by the City Council.
