Once the best location has been chosen, neighbors, the City Council and the Autonomous Community will begin to advance along an itinerary that has already been drawn up that will begin with the drafting of a program of needs prior to the preparation of the preliminary project that will allow to specify the budget needed to start up the center, according to Arroyo. Arroyo has highlighted the importance of the project to develop ecotourism in the West Zone of Cartagena and the knowledge and respect for the natural values ??of that part of the municipality.
