| The different bonuses introduced by the municipal government have obtained the support of MC Cartagena and the abstentions of Vox and United We Can Izquierda Unida Equo | The plenary session of the Cartagena City Council, meeting with extraordinary character, under the presidency of the mayor, Ana Belén Castejón, has initially approved, without votes against, the municipal government project to modify the ordinances of rates and taxes for the year 2021.The councilor for the Treasury, Esperanza Nieto, has been in charge of exposing the different bonuses and exemptions introduced in order to help the groups most harmed and affected by the effects of the pandemic.According to the councilor, through these modifications, the Cartagena City Council will suspend the collection of fees for previous communications and responsible declarations, which in practice means the elimination of fees for the opening of small and medium-sized businesses; at the same time that aid for the hotel industry is maintained and new aid for companies and families is incorporated.Neither will the rates for public road occupancy be charged to the activities affected by the closure or some type of reduction that affects the exercise of the same as a consequence of the health crisis caused by COVID-19 and as long as the restrictions imposed by the Health Authorities.
This measure maintains the exemptions for hospitality terraces, markets, fairs and kiosks.The ICIO bonus in the Historic Center and urban degraded neighborhoods increases to 50% and will be applied to all construction and rehabilitation cases for residential buildings, including single-family ones, over 40 years old.
Until now, only a 40% benefit was applied to rehabilitation.
The areas included in these cases are San Antón, Villalba, Virgen de la Caridad neighborhood, Los Mateos and Lo Campano.With the same objective of promoting construction in depressed areas, according to Nieto, half of the IBI will be reduced to the lots on which it is built while the works last and 90% of this tax will be deducted for works that involve comprehensive rehabilitation of the real estate.The project also includes a discount of half the IBI for up to three years for residential properties that install systems for the thermal or electrical use of solar energy.
This advantage may be applied to any installation, except new or rustic construction and with the limit of the cost of the installation.Likewise, the inclusion of motorcycles and electric vehicles has environmental objectives, which, since last year, have enjoyed a 75% discount.Another of the highlights is the trend towards the disappearance of the Transfer Tax, proposing an 80% discount on the inheritance fee of the habitual residence for spouses, children or parents.In addition, the IBI bonuses are extended to large families in two ways.
In the first place, raising the cadastral value from which the benefits are applicable to € 93,500 - the maximum was € 90,000 - and allowing the bonus to be claimed for the home where most of the members of the a large family temporarily displaced by divorce, separation or foster care, among other causes.The bonuses will continue to be progressive (reduction of 30, 60 and 90% of the quota) depending on the category of the large family that claims it.Another novelty introduced in the tax ordinances is the updating of the rate for the installation of ATMs to adjust it to the new dynamics of the banking business.
The Government has decided to increase the fees for ATMs that are not associated with an open branch.
That rate will depend on the category of the street, so that it is less burdensome for entities to locate ATMs or offices in neighborhoods or streets far from the center.INTERVENTIONS BY MUNICIPAL GROUPSIn her speech, the councilor of MC Cartagena, Isabel García, has indicated that "rectifying is wise" and has claimed for her group the authorship of the modifications, since they coincide with those that they had proposed in September and the team of government had rejected.Isabel García has announced the support of her group, because they were her proposals and the beneficiaries will be Cartagena.
He has also commented that his support is not a blank vote and has criticized the urgency of the deadlines with which the matter had been brought to an extraordinary plenary session.For his part, Gonzalo Abad from Vox Cartagena, has welcomed the reductions that were raised but has described them as insufficient, showing supporters of expanding some of them such as those of the taxes on the increase in the value of the land, the bonuses in IBI , ICIO and for large families, among others.Aurelia García from Unidos Podemos Izquierda Unida Equo has explained that in general her group was against bonuses and tax cuts, since they benefit those who pay the most and in times of pandemic they are unfair.
In this sense, he has commented on cases such as inheritance tax rebates in second homes, facilities, constructions and works, purchase of electric vehicles and scooters, because those who have the purchasing power to carry them benefit from them.
He has also advocated that the bonuses for large families be extended to other family models.The project has been approved with the votes in favor of the Municipal Government and MC Cartagena and the abstentions of Vox and Unidas Podemos Izquierda Unida Equo.
Esperanza Nieto thanked the support received and has answered MC Cartagena arguing that the Government has its own criteria.The agreement will be published in the official newspapers and bulletin boards to give a period of 30 days for the presentation of allegations.
If there are not, it shall be understood as definitively approved; otherwise, they must be resolved in plenary session for final approval.
