The chosen location obeys strategic criteria due to the distance between localities that would benefit from the service, in addition to existing municipal land for it. José Andrés Las has justified the initiative by arguing that "the proliferation of rubble and other waste is unfortunately already common and a simple walk through our rural roads, highways, lots or boulevards is enough to run into rubble and even disused household goods and appliances." Immediately afterwards, Las has highlighted that "despite having a clean mobile point in the county council, this fact does not seem to be enough since more and more waste of rubble, furniture and household appliances are scattered on roads and scattered places."
