| The agreements reached in the work commissions of Dynamization and Aesthetics and Events are approved | The Commerce Council has given the green light this morning, September 1, to the development of the Shadow Plan and to the study for the placement of public toilets in those areas with the highest tourist influx.
It was in a new meeting held in the auditorium of the Ramón Alonso Luzzy cultural center, under the presidency of the Deputy Mayor and Councilor for Commerce, Manuel Padín.
In this way, the agreements reached in the Dynamization and Aesthetics and Events work commissions that make up this advisory body have been approved, of which the members of the Board have already been informed by sending the respective minutes before the appointment from today.Among these adopted agreements is the need to put awnings, especially in the old town, that serve to provide shade in those streets with the highest commercial traffic.
To do this, the example of cities such as Malaga or Granada will be followed, in which these awnings are printed with commercial brand advertising that lower their cost or even allow the Sombra Plan to be implemented at zero cost.
This aspect will be weighed and coordinated by municipal technicians based on the Special Plan for the Management and Protection of the Historic Complex of Cartagena (PEOP).It has also been approved that the steps to start up the public toilets in the municipality be started, a measure provided for in the Local Government Program Agreement for this legislature.
In this sense, the approach is that they work with coins and have a priority maintenance service.
Possible locations will be proposed to the Council and negotiations will be made with Hidrogea to see if it is technically possible to install them at the points decided, as well as the placement of fountains that are even adapted for use by pets. The Council has also given the green light to updating the Kiosk Ordinance with the aim that the new text contemplates new uses for these facilities, which are more in line with the tourist and commercial development of the municipality.
In this sense, the Heritage area, led by María Amoraga, is already working on this new Ordinance to shorten deadlines so that it can be operational as soon as possible. The Council has also given the go-ahead to clear the area of ??both the City Hall and the Héroes de Cavite area when setting up trade fairs and stands.
For this reason, it is proposed that they be moved to the two esplanades of the port, in agreement with the Cartagena Port Authority, also taking into account that these areas will soon have several leisure and restaurant establishments. Finally, the Council has also approved the special event outlined by the Department of Commerce to boost the sector and boost purchases through a scratch-off raffle throughout the municipality.
This format has been carried out in areas such as La Aljorra or El Algar with success and meets the objectives of the City Council: organize an event that respects the existing anti-COVID regulations.
During the Council session, the deputy mayor reported that the grand prize of the raffle will be important and has given a car or motorcycle as examples, in order to win the interest of customers.
In addition, the initiative will also have direct awards that will allow greater dynamism of the sector. The deputy mayor has stated that all these aspects that include spending public money must have the approval and approval of Intervention and the municipal Economic Office, as well as the Legal Department.
However, the mayor has indicated that "despite the fact that the Council is an advisory body, for me it is a mandate when agreements are reached by majority, as has happened." "It is a challenge, but we are working on it and we ask for everyone's collaboration," Manuel Padín concluded.AID PLAN FOR THE OLD TOWN Likewise, the area of ??Commerce has explained to the Council that this month the evaluation commission of the Plan of Aid and Incentives to the Old Town (PAICA) will meet to decide on the files pending resolution.
In this way, the intention of the area is to zero backward aid and re-convene the plan so that from January 1 of next year businessmen and individuals can begin to apply for subsidies. The Council meeting ended with a question and answer session in which no one spoke.
