| During the Debate on the State of the Municipality, which the plenary session of the municipal corporation held this Thursday, the government and the opposition have made review of the first year of the current legislature | The mayor, Ana Belén Castejón, has taken advantage of the State of the Municipality Debate to demand that the Government of Spain allocate to the Mar Menor part of the 140,000 million euros of the Coronavirus Recovery Fund that the European Union has granted."From the City Council we consider that, taking advantage of the 140,000 million euro fund that the Government of Spain has obtained from the EU, a sufficient budget should be allocated to definitively recover the Mar Menor," said the mayor after asking the regional governments and national that they assume their competences and solve the bad state of the salty lagoon and its repercussions on the local economy. This claim has been carried out during the Debate of the State of the Municipality, in which the municipal Corporation has analyzed the state of Cartagena in an intense debate in which the mayor, Ana Belén Castejón, has described the main lines of action during the first year of legislature and has highlighted stability as the main characteristic of the current Government, which has allowed Cartagena to face "the ups and downs to which nature has subjected us, with two damages and a global pandemic."A stability that, Castejón has assured, has made it possible for Cartagena to be the first municipality with a large population in the Region to have a budget approved in 2020 and to have achieved, in the first year of the legislature, 25% of the 100 proposals that They make up the programmatic axis approved in September 2019 by the 15 councilors who make up the government team.Security has been one of the matters that the mayor has detailed, who has announced that this year the selection bases for the new personnel of the Fire Extinguishing Service will be published, the specifications for the largest purchase of Police vehicles are being prepared Local in recent years and the project for the construction of the new Pozo Estrecho barracks is being processed. In the area of ??local Administration, the mayor has highlighted the work of administrative simplification, which has allowed, today, practically all the administrative processes of the Cartagena City Council to be processed electronically, through the Electronic Office, and has advanced that hopes to approve, before the end of 2020, the new Ordinance of Electronic Administration of the City Council, which is currently in the public exposure phase.Inspection of concessionairesThe mayor has recognized that "from the first moment, we were clear that control over the concessionaires had to be intensified", which is why "we restructured the Infrastructure area to have specialized personnel in this task"."Many have been the governments that have wanted to control the contracts but, so far, the only ones who have not only done it but also obtained results, are us," said Ana Belén Castejón, who recalled the actions that are already being carried out in this regard, in matters such as the street cleaning contract, the garden contract or the new CATAD service contract. The mayoress has also highlighted the implementation of the Comprehensive Service for Victims of Sexual Assault and Abuse (CAVAX), as well as the expansion of the number of shelter homes for women victims of gender violence, and the implementation of the Municipal Plan for Accessibility. In Heritage, Castejón has announced that the City Council will present the Roman Amphitheater once again to a new subsidy from the 1.5 percent cultural from the Ministry of Development and that the intervention work in the southern quadrant of the Roman Amphitheater is already under tender, the consolidation of the double wall of the ring of the Plaza de Toros-Phase II, for an amount of 400,000 euros. He has also highlighted the implementation of a Comprehensive Sports Facilities Plan, which will include the comprehensive reform of the athletics track and the installation of artificial grass in all municipal fields, adapting them to football 11 and 7.But if anything has marked this first year of the legislature, it has been the two Danas and the health pandemic.“I want to show my gratitude once again to all municipal groups for their loyalty and collaboration in the hardest moments of the health crisis.
If I am particularly proud of anything, it is the response and collaboration of the personnel of the City Council, of the entities, of the Bodies and State Security Forces, of the Army, and of the companies of our municipality ”, Castejón has reiterated. The mayor explained that the Social Emergency Operation launched to help those families who were left without income and needed food, as well as to guarantee dining scholarships also on weekends and holidays and to ensure accommodation for people Homeless in this crisis, it has cost the municipal coffers close to a million euros."But it is not enough to mount a social shield since the economic and health crisis is added to the economic one, which is why we have offered a wide range of aid, subsidies and actions to help the most damaged sectors", explained Castejón.With regard to the Mar Menor, the mayor has indicated that a plan has been launched to improve infrastructure in the coastal towns and measures to combat the effects on tourism in the state of Mar Menor. In terms of lighting, works have been designed for an amount close to 200,000 euros, with maintenance at facilities in Los Nietos and Los Urrutias; the award of a specific modernization project for El Carmolí, for which an investment of more than 40,000 euros is planned; and the new public lighting for the Punta Brava promenade is under contract.Asphalting work has also been carried out on the most deteriorated streets of the towns in the area, which were the first to benefit from the vertical and horizontal traffic signaling replacement campaign. The investment program negotiated with the neighbors has also enabled the construction of two parks in Los Urrutias and Los Nietos, which have already been completed. On the other hand, the Comprehensive Recovery Plan for the Historic District has been activated.Within it, the projects for the comprehensive remodeling of Saura and Subida San Diego streets have been approved by the Governing Board and the Water Service Monitoring Commission, charged to the fund generated with the surplus of water supply, which They are about to go out to tender and will begin to be executed in a few weeks for an amount of almost 630,000 euros.Likewise, the remodeling works of the Tourist Offices at the gates of San José have begun, in which a little over 42,000 euros will be invested. In addition, the works on the plaza located at Sor Francisca Armendáriz street have been resumed and the Department of Urbanism has already added 24 files for the construction of houses, premises and garages in different plots and buildings in the historic center of the municipality.
Of these 24 files, 14 have already been granted licenses and ten are pending: and they correspond to the rehabilitation of old buildings and the rest to construction on lots. The mayor has ended her speech by recalling that they will continue to vindicate local and regional administrations to ensure that Cartagena continues to grow and obtain the infrastructures it so badly needs, such as the ZAL or the City of Justice, among others.
