| The proposals will contemplate the enhancement of the buildings, solutions to maintain the spatial character of the buildings and their surroundings, and their accessibility | The Ministry of Education and Culture will publish on Monday the bases of the Ideas Competition for the rehabilitation and adaptation as a multipurpose center for cultural activities of the Central Cinema and its annex building in the city of Cartagena.
The winning project, which will establish the uses and conditioning of this emblematic space, will aim to generate a new cultural space for the port city. This was announced today by the Minister of Education and Culture, Esperanza Moreno, together with the Deputy Mayor of Cartagena, Noelia Arroyo, after participating in a meeting with cultural agents from Cartagena, who have been informed about the call. Moreno stressed that the objective of the Ideas Competition is "to provide a unique and integrated solution to two buildings that share a common area, respecting heritage values." He assured that "undoubtedly, the premise is to guarantee respect for the current architectural space at all times, so that its adaptation to new uses is always compatible with its spatial characteristics and degree of protection." In this sense, since the historical value of the building is linked to its origin and functionality as a cinema, this activity will continue as one of the main uses. These are two buildings owned by the Community.
The so-called Great Central Cinema, located in the Plaza de la Merced, is a square-plan building for the market at first and reused for cinema later.
The second property is a chamfered apartment building with two facades and four floors plus an attic. The purpose of this contest is to select, in the opinion of the jury, the idea, developed at the preliminary project level, to serve as the basis for the drafting of the basic and execution project, including the study of safety and health, the study of waste management , the energy certification and the telecommunications project, which will allow to rehabilitate and condition the architectural spaces of the old Central Cinema and the annex building. The preliminary projects submitted to the Ideas Competition must contemplate, among other actions, the enhancement of both properties; the search for a solution that maintains the spatial character of the buildings and their surroundings; or the adaptation of the buildings to their accessibility. For the execution of the works object of this project competition, the Ministry has estimated a maximum material execution budget of 2,825,000 euros, with a possible variation of 10 percent, that is, between 2,542,500 and 3,107 .500 euros. As for the prizes, the winner and first prize will get 15,000 euros; the second prize is endowed with 10,000 euros and the third is 5,000 euros. The deadline for submission of proposals is 90 days from the publication of the announcement of the Ideas Competition in the contractor's profile.
