AFORCA urges actions on the heritage of military fortifications at serious risk (27/03/2020)

The recent collapse of part of the bulwark n ° 9 of the Wall of Carlos III at its entry into Navantia only confirms the need to carry out urgent actions on part of the heritage of military fortifications that Cartagena treasures and which are at serious risk of Collapse This situation was already publicly denounced by AFORCA with the dissemination of its “Red List” which included the damaged bulwark.

In this case, it does not seem appropriate or exact to attribute the incident to the torrential rains but to the advanced state of deterioration in which it was for years with props that tried to contain the threat posed by the deep cracks that ran through its cut as a result of a deficient auction of the opening that was practiced in its day to give access to the shipyards through the bridge.

From AFORCA we have always expressed the obstacle posed by the different ownership of this heritage, which with different capacities and sensitivities further hinders the awareness of its owners and urges the administration to demand compliance with the Heritage Law, which among other obligations establishes that no Property of Cultural Interest (BIC) can be declared in ruin.

It is regrettable that most of the institutions and companies that own this heritage are unaware of its history, its value and its current state of deterioration, reducing in many cases to a group of old buildings without use that only accrue inconvenience to them due to the numerous “clandestine visits ”Of hikers or for the claims they have to bear.

It is time that both the Autonomous Community and the City Council, through their heritage areas, look for formulas, even coercive, that guarantee, at least, their current integrity.

Collaboration, the search for economic funds, ideas or the transfer in extremis must also be short-term tools for the desired enhancement of this rich heritage.

The collapse of part of Baluarte n ° 9 of the Carlos Wall on the Benipila Front is one more touch of attention for a city that aspires to be considered a "World Heritage Site".

We remember once again our “Red List” released in 2018, and we hope that it will not be news again for such abandonment.
