The City Council of Cartagena is already working on the design of the new Municipal Contracting Strategy, with the objective of optimizing all the opportunities offered to the local administration by the new Public Sector Contract Law (LCSP).
“We want to achieve a complete, strategic, sustainable and efficient contracting system and, for this, we will rely on a double aspect: internal and external,” explained the mayor, Ana Beln Castejn, on this issue.
An objective in which the first mayor works together with the Councilor delegate of Recruitment, Mara Amoraga.
Specifically, the internal strategy involves the design of a Recruitment Instruction, following the example of those designed and carried out successfully in cities such as Valladolid, Madrid, Barcelona, Gijn or Zaragoza, and taking as reference the Integrity Guide in Local Government Procurement of the Spanish Federation of Municipalities and Provinces (FEMP).
Thus, this strategy will include the optimization of the quality and sustainability of municipal contracts, measures to promote transparency and that facilitate the participation of SMEs in municipal contracting and the inclusion of social clauses and environmental aspects in the specifications, in addition of encouraging business innovation through hiring.
In this way, the new contracts of the City Council of Cartagena will extend the deadlines for submitting offers on the legal minimums, will include greater control in the execution and will ensure compliance with environmental regulations, valuing the offers that meet environmental criteria, among other aspects .
All these criteria must be approved by the Local Government Board.
On the other hand, from the external aspect of this strategy, it is sought, in collaboration with other agencies such as ADLE, the access of SMEs, freelancers and entities of the Third Sector to public bidding processes.
Thus, the Cartagena City Council is currently preparing the Public Bidding Guide that will help these organizations to familiarize themselves with the procedures and tender with the Administration and the launch of talks, discussion tables and conferences that contribute to its diffusion
"We want them to have the same bidding options as large companies," said Ana Beln Castejn.
“From the municipal government we are going to develop hiring tools that contribute to having a transparent, efficient and easily accessible system, and to strengthen our business fabric, engine of our economy and key factor in the generation of employment and the growth of Cartagena ”, The mayor has finished.
