Possible wrongfulness when concatenating contracts

"He took a proposal for processing invoices for the housing service of passers-by and homeless people, whose contract ended in August 2019. This after trying to use the minor contract, exceeding the limit established by the Law, which woke up again the auditor's suspicion, because it could be an illicit if they did not justify everything in the general interest ".
"The same procedure was adopted in the contract for the opening, cleaning and control services of municipal facilities in the La Palma pavilion, Molinos Marfagones, Cabezo Beaza, Jiménez de la Espada, the La Aljorra and Pozo Estrecho pools, the San Pavilion Anton and the running track. The contract ended in March 2019 and, one year later, the companies continue to provide the service in the absence of a legal framework. "

The mayor of MC Cartagena has ended up regretting that "with Arroyo and the PP in the City Council, what we already knew returns, a way of doing things that have cost us many millions in compensation and those that have to come.
