The Social Council of the Polytechnic University of Cartagena (UPCT) today approved the budget for 2020, which amounts to € 63,900,086.40.
This is the highest figure of the last decade.
The sum of income and expenses increases 7.75% more than in 2019. This amount translates into an indicator of the important activity that the teaching institution is developing.
The largest increase for next year is recorded by personnel expenses and investments in research and infrastructure.
Personnel has an increase of 7.78% and amounts to € 45.4 million.
Current expenditure increases by 12.33% and reaches € 10.9 million.
The increase in the personnel chapter is due, on the one hand, to the update of the expenditure to cover the real needs of the institution, far removed from the 2016/2020 multiannual financing agreement.
It also shows the need for renewal.
Regarding current expenditure, the UPCT will tender different services and maintenance tasks.
Among them, conservation actions of historic buildings, surveillance, fire installations or computer processing.
These are essential expenses for the operation of the basic infrastructure that the teaching and research activity entails.
In the investment chapter, the UPCT allocates around € 1M to the works of the new building for the School of Architecture and Building.
Weather action
According to the Sustainable Development Goals (SDGs) of action for climate and affordable and non-polluting energy, as well as sustainable cities and communities, investments in technological infrastructures to renovate and achieve more efficient air conditioning (€ 530,000) and to install photovoltaic panels (€ 45,000).
To advance the quality education SDG, among other investments, budgets allocate € 161,000 to the renovation of a part of the Wi-Fi network and € 22,000 in tools to improve online teaching.
Among other improvements aimed at teaching quality is an investment of € 200,000 dedicated to the renovation of facilities, equipment and software.
For their part, students will receive € 200,000 through scholarships and social assistance.
Regarding the investments destined to advance in electronic administration and administrative simplification, the budgets allocate € 52,000 for the implementation of the technological development that will allow the electronic traceability of the administrative procedures of the university, as well as the necessary infrastructure to digitize the General Archive fund of the University through the SAUPCT project, which will be managed by the CRAI-Library.
Research, innovation and knowledge transfer also stands out for the revenue from the Network of Chairs.
The 2020 budget provides for an increase of 13.5%, which translates into € 90,000 more in this item.
The year 2020 also opens with € 50,000 of the first participatory budgets, dedicated to developing projects that collect more than twenty proposals from the university community decided jointly.
Code of Ethics and Good Governance
On the other hand, the Social Council, in which Pedro Pablo Hernández has taken office as a member at the proposal of the Chamber of Commerce, has approved the Code of Ethics and Good Governance that will govern all members of the Social Council and those who collaborate with this body, which will require that their actions be legally valid, ethically acceptable, responsible and aligned with the purposes of the UPCT and the interests of society.
The Code creates a Regulation and Regulatory Compliance Commission that may propose the removal of the members of the Social Council that violate this new regulation, which includes ethical principles such as impartiality and transparency to safeguard the general interest.
The members of the Social Council will be obliged to avoid behaviors, even outside the scope of this body, that damage the good image of the UPCT or undermine its assets.
They must also fully comply with legal requirements and avoid incompatibilities and conflicts of interest, as well as respect the duty of confidentiality.
