The Local Government Board of the City Council of Cartagena met this morning with extraordinary character, under the presidency of the mayor, Ana Belén Castejón.
In the session the councilors María Casajús, of Infrastructures, and Mercedes García, of Social Services, have given account of the hiring that emergency character carried out during the days following the cold drop episode of September 13, to avoid situations of danger that did not admit delay, for an amount of about 273 thousand euros.
As María Casajús reported, in Infrastructures emergency actions were faced for about 265 thousand euros.
The list includes performances at traffic lights and traffic devices;
computer devices;
cleaning, removal of mud and trawls in Los Nietos, Los Urrutias, Bella Bay, Alumbres, isolated cores in the west and areas of Cartagena;
Roman Amphitheater fence;
rockfall on Gisbert Street;
work on roofs and walls of educational centers and their access;
and the removal and cleaning of mud from the basements of the Cartagonova Stadium and the indoor municipal pool.
As for the Social Service delegation, directed by Mercedes García, these actions were around 8,000 euros, and were used to provide accommodation to affected families and provide them with clothing and food.
These emergency contracts aimed at solving dangerous situations that did not admit delay, are only a part of the around seven million euros that the City of Cartagena has accounted for in terms of damages caused by DANA and that are being processed to obtain aid of administrations and, where appropriate, compensation by insurance companies.
PUBLIC CONSULTATION OF NEW PROTOCOL REGULATIONS AND SOCIAL NETWORKS
The Local Government Board, following the provisions of the Common Public Administration Procedure Act of 2015, has approved the beginning of the file for the elaboration of a new regulation of Municipal Protocol, Honors and Distinctions and another of Creation and Use of Web Pages and Social Networks in the City of Cartagena, opening a prior consultation so that citizens and entities can give their opinions and make proposals in this regard.
The consultation will open soon in the boards of edicts and announcements of the municipal website, for a month and the suggestions raised will serve as a basis for the drafting of the drafts of the articulated texts of these regulations, which once approved initially will be submitted again to public information for allegations.
Regarding the new Regulation of Protocol, Honors and Distinctions, the municipal government will try to update and gather in a single regulation the different aspects related to the ceremonial, protocol, honors and distinctions of the City of Cartagena, improving the normative experience of the current Honors regulations and Distinctions, while systematically including other aspects of municipal protocol activity not expressly regulated so far and that had been supplied by observing the principles of the scarce state and regional legislation in this regard;
tradition and customs of their own;
the common practice of the rest of local corporations and the technical opinion of the experts.
The occasion will be used to regulate what was already being applied traditionally in terms of symbols (shield, flag and hymns) and issues related to existing regulations regarding the granting of titles and nomination of public spaces will be reviewed and updated, especially in as for the qualified majorities required, as well as new aspects, such as municipal mourning, the erection of monuments, twinning or the figure of official chroniclers.
With respect to the regulation of web pages and social networks of the City Council of Cartagena, it will try to establish criteria and procedures that guarantee their institutional character and result in their correct coordination and communicative effectiveness.
This regulation will determine the way in which the presence of councilors, neighborhood boards and municipal organizations on the Internet should be developed, integrated into a general management and communication policy of the institution, thereby promoting efficiency, transparency and citizen participation, as well such as internal coordination and continuous improvement.
For this, a procedure for creating a website and managing user accounts and profiles in social networks will be implemented by management bodies, services, neighborhood boards, events or municipal brands, which may specifically require any of these tools in its daily management for the dissemination of certain information or the reception of opinions from citizens.
