The Plenary Session of the City Council of Cartagena, meeting today in an extraordinary and urgent way, under the presidency of the mayor, Ana Belén Castejón, has adopted the necessary reorganization measures as a result of the official expulsion of the PSOE from the six councilors of this formation and the consequent disappearance of this municipal group and its consideration as unassigned councilors.
The urgency of the session has been unanimously supported by all the attending councilors in order not to paralyze the operation of the plenary and resolve this situation before the next ordinary plenary session.
In this way, the Plenary Session of the City Council of Cartagena will be composed from now on by five municipal groups, excluding the socialist, who is left without representatives;
and five spokespersons, José López (MC Cartagena), Noelia Arroyo (PP), Manuel Padín (Citizens), Gonzalo Abad (Vox) and Pilar Marcos (United We Can-United Left Equo).
The Plenary has also approved the proposal of the Mayor's Office on the composition of the permanent committees of the plenary, such as the Treasury and Urban Planning, which will now have 13 components, instead of nine, to accommodate within it the six unassigned councilors, who will have individual votes;
along with two from MC Cartagena, two from PP, one from Citizens, one from Vox and one from United Podemos, which will keep their vote weighted.
This matter has had the favorable vote of PP, Citizens and the six unassigned councilors;
against the vote against Vox;
and the abstentions of MC Cartagena and United We-Left United-Equo.
As for the proposal on remuneration and assignments to the members of the Corporation and to the Political Groups, it has once again had the support of PP, Citizens and the unassigned councilors;
against the abstentions of MC Cartagena, Vox and United We can-United Left-Equo.
Basically, the proposal contemplates the disappearance of the former socialist spokesperson, Alejandra Gutiérrez, who will receive a lower salary of about 10,000 euros, as delegated councilor with exclusive dedication.
Likewise, the proposal contemplates the resignation of the councilors not assigned to the part assigned to it by the Plenary Regulations on part of the variable concept of their former municipal group;
In addition to how the assignments of the municipal groups remain, which will continue to be the same as those charged so far, in their fixed and variable concepts, and disappearing from the computation that the socialist group had perceived.
During the debate, the unassigned councilwoman Alejandra Guitiérrez has described as unfair the expulsion of the PSOE, since they had not been given a hearing and claimed respect for the fundamental rights that assist them as public representatives recognized by the constitutional court.
On the other hand, the councilor of the PP, Esperanza Nieto, has indicated that the obligation of all to defend the interests of the Cartagena in compliance with the law.
"And the best way to defend those interests is to ensure stability in the institutions."
Both MC Cartagena and United We-Left United-Equo, through the mouth of Jesús Jiménez and Pilar Marcos, have called for compliance with the 2006 anti-transfusion pact and have demanded the resignation and delivery of the minutes of the unassigned councilors.
For its part, Vox, through its spokesman, Gonzalo Abad, has justified its position in the specific regulations of the plenary and the agreement between the three formations that support the government, with incompatible ideologies.
