The plenary of the Culture Council of the City Council of Cartagena, chaired by the mayor, Ana Belén Castejón, met Thursday in the ceremonial hall of the City Hall, with the assistance of all work groups and artistic groups that make up this advisory body municipal.
In the course of the meeting of this advisory body, in addition to the mayor, the Councilors of Area and Culture Delegate, David Martínez and Carlos Piñana, and the General Director of Culture of the City Council, Damián Pérez.
Also in attendance were the second deputy mayor, Manuel Padín, and the mayor of the municipal corporation Gonzalo Abad, Pilar Marcos and María Dolores Ruiz.
Among the issues discussed, the Municipal Culture programs and projects were informed and work documentation and contributions related to the public call bases were submitted, in addition to exposing the calendaring process of the Cartagena Municipal Culture Plan.
A PLAN FOR CULTURE OF THE MUNICIPALITY
The initiative to develop a Municipal Culture Plan is based on the commitment acquired in the Culture and Municipality Days, held in November 2015, whose conclusions already established that such a plan would be prepared with a time horizon of ten years.
The proposal presented was in line with making this document a strategic planning instrument that analyzes the situation from which it is based and sets the objectives and actions that will guide the municipal public policy of culture of Cartagena in the 2020-2030 decade .
Among the key points, seek greater participation of society and culture sectors, as well as coordination with other administrations and other cultural agents (associations, private sector, media, universities and educational centers), and articulate actions of the different municipal areas, with the Culture Council as an advisory body.
By establishing a ten-year timeframe, coinciding with the 2030 Agenda of the United Nations that establishes Sustainable Development goals, it can be used to ensure that the Culture Plan is committed to those objectives, related to environmental protection, promoting equality gender, or reduce inequalities, among others.
For the elaboration of the Culture Plan, an Office of the Plan will be created as organs of the Plan, which will direct the works, and an Interconcejalías Technical Commission, and two large phases will be established, the preparation of the Diagnostic Report of the cultural situation of the municipality and the preparation of the Document of Actions.
Finally, a calendar with three deadlines is proposed.
The first, until the end of 2019, to discuss and approve the procedure for preparing the Plan by the Council, create the Plan Office and establish the Interdepartmental Technical Commission.
The second, until June 2020, to make the diagnosis and collect the proposals for actions, with the idea of ​​presenting the draft Plan in September.
From that moment, a third term would begin, in which the debate will be opened and the final document will be drafted to be approved in the plenary of the Council and, subsequently, sent to the City Council for approval by the Municipal Plenary , around the end of the year.
