These days are aimed at training the staff of the Civil Guard, a police force that has exclusive competence in the territorial sea, so it is a key player in the protection of the Underwater Cultural Heritage.
The director of the ARQUA museum, Iván Negueruela, the lieutenant colonel of the 5th Zone of the Civil Guard of Murcia, Diego Mercader, and the commander of the General Staff of the General Directorate of the Civil Guard, Marcos Gómez, inaugurated this formative action.
The presentations of the conference have been given by the museum team and Civil Guard personnel, as well as by a professor from the National University of Distance Education (UNED).
About thirty civil guards assigned to specialties such as Maritime Service, GEAS (Specialists in Underwater Activities), Fiscal Service, SEPRONA (Nature Protection Service) and Judicial Police have attended the conference.
Topics such as international, national and regional legislation on the protection of underwater archaeological heritage and the investigation of crimes against underwater cultural heritage carried out by the Civil Guard have been discussed.
In addition, the attendees of the conference have visited the ARQVAtec laboratory-warehouse to carry out practices on the identification of archaeological material as well as the necessary preventive measures for its conservation.
Participants have also made a guided tour of the permanent museum exhibition to observe the most important pieces.
Plan for the Defense of Spanish Historical Heritage
The 'Plan for the Defense of Spanish Historical Heritage' is part of the strategic objective established by the Ministry of Interior for the defense of cultural property.
The main objective is to protect the different assets that our country has.
The Civil Guard has exclusive competence in the territorial sea, so it is a fundamental actor in the protection of the Underwater Cultural Heritage.
In this sense and within the aforementioned Plan, the Civil Guard initiated a campaign to intensify the surveillance of wrecks, so they have inspected diving clubs, areas adjacent to marinas and fishing vessels located throughout the national territory.
This campaign aims to prevent the pillage of wrecks and detect the illegal possession or sale of underwater archeological assets.
