The Board of Spokespersons of the City Council of Cartagena approved this afternoon, at the proposal of the mayor, Ana Belén Castejón, the decision not to discuss in the municipal plenary session those initiatives, both motions and questions, that use inappropriate, insulting or foul language, which Breaches the necessary courtesy rules.
The agreement has been reached with the support of the municipal groups of PSOE, PP, Citizens, Vox and United We can-United Left-Equo, and the vote against MC Cartagena.
The Organic Regulation of the Plenary Session of the City Council of Cartagena establishes in its article 67, among the causes of inadmissibility of the questions, the following:
"a. Those that refer to matters outside the scope of the City Council.
b.
Questions that are of exclusive personal interest of those who formulate them or of any other singularized person.
c.
Questions in whose background or formulation are spoken words or concepts contrary to the rules of courtesy.
d.
Questions that involve a strictly legal consultation.
Based on point c, from the next plenary session, questions that use a language contrary to the rules of courtesy will be inadmissible.
These measures are intended to avoid the use of inappropriate language in an institution, such as the City Council of Cartagena and its municipal plenary, in which all citizens of the municipality are represented, so those who intervene there must do so with responsibility, education and the necessary courtesy.
