Social Services identifies and graduates by risk level the vulnerable people by the Heat Wave (27/06/2019)

The Department of Social Services of the City of Cartagena has activated a special protocol to prevent the "Heat Wave" in vulnerable elderly people through the Department of the Elderly and Disability and other vulnerable groups.

The measure is similar to the one that has been taking place for several years, during the summer, and pays special attention to the most vulnerable people, such as those over 80 years of age, who live alone, who suffer associated chronic pathologies or physical, sensory and mental disabilities. , or that have other social or health characteristics (overweight, thinness or taking certain medications).

Based on these characteristics, the plan establishes three levels of risk.

Level 1 is those over 80 who live alone and have one or no risk characteristic;

in this case, among Telecare users there are 140 elderly.

Level 2 is those under 80 who live alone and have two or three characteristics of socio-health risk.

In this case there are 500 majors.

And level 3, which corresponds to those over 80 who live alone and who meet more than three of the characteristics of socio-health risk.

From the companies "Televida", commissioned by the City Council of home telecare management, and "Arquisocial", responsible for the management of home help, have been established with the Department of Social Services preventive protocols and intervention to alleviate the Heat wave.

PREVENTIVE ACTIONS

Among the preventive actions are those aimed at the population in general, which include recommendations to avoid or reduce the impact of extreme temperatures on health: delivery of leaflets to all users visited by professionals of the telecare service and home help .

Informative talks will also be given to the users of the services and to the population in general.

From the Telecare Center, the AEMET page will be permanently consulted, transmitting advance information of the temperature forecasts indicating if there is any level of risk, in each zone.

Finally, the most vulnerable users will be identified in the database of the different Services for the effects of extreme temperatures according to the levels of socio-sanitary risk (risk 1, 2 and 3).

INTERVENTION

The intervention measures will consist in the exchange of information with the professionals of the Social Services and a report of incidents will be prepared weekly that will be sent to the social workers of the elderly service.

CONTENT OF THE INFORMATION CAMPAIGN

The information campaign on the Heat Wave warns that the most dangerous hours to go out to the street are between 12 and 17 hours and the use of hats and fans is recommended, as well as staying in shady areas, drinking a lot liquid and cool in the head.

Rest frequently and avoid very crowded transports without air conditioning.

As for clothing, wear light clothing preferably cotton, light colors that do not squeeze, comfortable and breathable fresh shoes.

You also have to avoid using perfumes.

Other recommendations refer to what to do if you do not have air conditioning at home.

For this, it is indicated that the house be ventilated at night or at the beginning of the day.

In the hours of more heat intensity, keep the blinds down, and leave the curtains and awnings.

If fans are used, keep a window open to renew the air.

And if you have refrigeration use air conditioners, keeping doors and windows closed to maintain the temperature.

As for drinks, it is recommended to drink plenty of fluids and, unless medically contraindicated, sugary.

Avoid alcoholic beverages or those that contain caffeine.

Finally it is advisable to make light meals that help to replace the salts lost by sweat: salads, vegetables, fruits, juices, meat and fish, preferably cooked or grilled;

cool continuously with shower, bath and soak the entire head;

and in the hottest hours, try not to use household appliances that can produce heat, such as the iron, the dryer and the oven.

From the Department of Social Services has also established a special monitoring of those families and people who, because of their housing or social conditions, can be found in vulnerable conditions.

To this end, measures of support and coverage of basic needs are reinforced, among others.
