ANSE presents new complaints about illegal dump and landfill next to Rambla de Benipila (Cartagena) (23/06/2019)

The Association calculates the illegal dumping of rubble and waste along the Rambla de Benipila in more than 10,000 tons.

In spite of the denunciations presented by ANSE in 2017 and 2018, and by the Environmental patrol of the Local Police of Cartagena, and the transfer by the Prosecutor's Office to the courts for a possible crime, the Carthago container company continues with impunity with the spill illegal.

The Association of Naturalists of the Southeast presented in September 2017 and October 2018 complaints to the administrations for the aforementioned continuous activity of dumping rubble and other waste, which had also been reported by neighbors to local police in Cartagena.

The illegal dump is located next to the spot of Los Segados, and adjacent to the Rambla de Benipila, before passing through the city of Cartagena, in an area considered to be river police, servitude and having already reached the public fluvial domain, with the consequent risk of dragging or clogging in the event of a major flood.

It is clear that the illegal activity (breach, among others, Law 22/2011 on Waste) has continued to be carried out with impunity up to the present June 2019, despite the two complaints from ANSE, the intervention of environmental agents, the police seal local (seals that were broken to follow the spill) and the legal procedures initiated by the Environmental Prosecutor's Office.

The installation does not even have a perimeter fence.

ANSE has presented a new complaint to the administrations, a detailed update report and also a background of the facts, which shows that they could have been occurring continuously for a decade or so.

During the last years the situation has become more visible both by the volume and by the height and the illegal landfill surface (calculated by geographic information system) of about 15,500 m2;

also because of the great diversity of mixed wastes, from some classified as dangerous for health and the environment (fiber cement, toxic product packaging) to a large amount of construction debris, household, electronic and all types of waste, which are mixed and stack without control.

The cumulative discharge would exceed 10,000 tons.

ANSE urges the Prosecutor's Office of Murcia, Segura Hydrographic Confederation, General Directorate of Environment and Mar Menor and General Directorate of Public Health of the CARM, and Service of Nature Protection of the Civil Guard, to act urgently in the face of contempt by environmental regulations and even environmental agents and local police, in order to judicially and administratively order the precautionary measures legally applicable to ensure the definitive cessation of activity, as well as the transfer and treatment of waste, environmental restoration and the sanction that is appropriate to those responsible.
