The full City Council of Cartagena, chaired by the mayor, Ana Belén Castejón, today approved to ask for the resignation of the president of the Autonomous Region of Murcia, Fernando López Miras, for his statements on the operation of the hospital's hemodynamics service of Santa Lucia, as well as his disapproval with the Health Minister, Manuel Villegas, for the poor functioning of the services in Health Area II, in which Cartagena is integrated.
The petition for resignation had been made by CTSSP through a motion of its spokesperson, Pilar Marcos, and has been supported by PSOE, MC Cartagena and Ciudadanos, while PP has voted against.
The petition has been based on the statements in which the president denied that the life of Cartagena was in danger depending on the availability or not of the hemodynamic service 24 hours a day, which according to the text of the motion "transmitted his ignorance before a subject as serious as is the life of the citizens of Cartagena, Mazarrón, Fuente Álamo and La Unión "and incapacitates him.
The disapproval of the president and the counselor has been proposed in a motion by the spokesperson for Citizens, Manuel Padín.
The initiative has also been supported by the same groups as the previous one and the vote against PP.
Specifically, the plenary session has failed them for disdaining the conclusions of a medical study that included the increase in deaths in patients and for maintaining the problems suffered by Health in Cartagena.
The initiative of the MC Cartagena spokesman, José López, to declare the person president "Non grata" has not come forward, that in up to three successive votes he has not obtained the necessary majority, since there has been a tie when voting for MC. Cartagena and CTSSP, against the PP and abstain PSOE and Citizens.
The latter have abstained after the report of the general secretary of the plenary session pointing out the lack of legal basis to adopt this type of agreement that would have a series of legal consequences and that would be actionable.
SCENIC ARTS
The last ordinary plenary session of the City Council of Cartagena in this term has also approved an institutional declaration of support for the elaboration of a Strategic Plan for the Performing Arts by the Performing Arts Commission of the recently constituted Culture Council for its subsequent approval by the Local government.
In this strategic plan, important actions in the sector will be collected and promoted.
Among them, that Cartagena has a Municipal Theater and public management and a Theater and Dance program according to the tradition of our city;
the improvement and updating of the existing cultural centers with special emphasis on the need for improvements in the Cultural Center "Ramón Alonso Luzzy", or enable and provide technical means to the Torres Park Auditorium, recovering this space for performing arts shows.
These actions would be complementary with others focused on the effective diffusion of the cultural production of Cartagena, for example, in the optimization of the Circle of Performing Arts;
guarantee the support to the existing theater competitions, as well as encourage the presence of the Theater and Dance in the schools as training activities, or ensure the support to all public and private schools of theater and dance in the municipality.
The institutional declaration supported by all the municipal groups ends by signaling the institutional commitment to provide a specific and dignified budget for the performing arts in Cartagena to guarantee the municipal contribution to the activities designed in this Plan and to which they can be derived.
ITEMS OF THE AGENDA
Within the matters of the agenda, the plenary has also been aware of the final approval of the municipal ordinance regulating the urban public transport service of travelers in a taxi vehicle in the municipality of Cartagena, whose test was initially approved in the past month of February and that has been raised to final, after not registering any allegation during the process of public information.
As a result of the resolution, the plenary session unanimously approved the ratification of Phase III of the Catalog of Rural Roads of the Municipality of Cartagena with a view to obtaining future subsidies for its improvement within the EDUSI program.
Specifically, it is about four roads located in the surroundings of the Salinas de Marchamalo and the Triolas, in La Manga and that they want to use to establish a future cycle route.
Also unanimously, the plenary has given the green light to the two local festivities of 2020 in the municipality of Cartagena, which will be the traditional ones of Friday of Dolores (April 3) and Friday of Carthaginians and Romans (September 25).
With the abstention of CTSSP, the plenary has approved the modification of the General Budget of 2019, extended from 2018, for the construction of artificial turf fields in the neighborhood of San Cristóbal in El Bohío and Molinos Marfagones and led lighting of various facilities sports, through the application of 695 thousand euros of the surplus of the previous year.
Also approved, in this case unanimously, the modification of the 2019 budget, extended in 2018, amounting to 12,000 euros for the call for subsidies for acquisition / transformation of self-taxi vehicles adapted for people with reduced mobility.
The last of the approved matters on the agenda has corresponded to the one who agreed unanimously of all groups to initiate compatibility review files for a second post or activity of all public employees who are in such situation, for their validation or approval by the Plenary of the Local Corporation.
MOTIONS
In the section on motions, the plenary session unanimously approved one of the CTSSP spokesperson, Pilar Marcos, urging the regional government to draw up a calendar indicating the intervention deadlines for the definitive removal of asbestos from schools, both in the municipality of Cartagena, as in the rest of the Region.

It has also been unanimously approved a motion by the same councilor for the City Council to manage and give the land necessary for the expansion of the Conservatory of Music, plus a park and green area for the enjoyment of neighbors in the area.
On the other hand, with the abstention of CTSSP, and the support of the PP, PSOE and Citizens, a motion has been approved by Isabel García of MC Cartagena to support the work carried out by the association R-Inicia-T at the prevention level of gender violence and reintegration of convicts, so that they are provided with the necessary resources and immediately solve the problems and deficiencies presented by the location in which the entity is located.
The last of the approved motions has been the one presented by Ricardo Segado of MC Cartagena, which has had the unanimous support of the Corporation to urge the Bishopric of Cartagena and the competent administrations to adopt urgent and immediate measures in the Cathedral of Santa María la Mayor of Cartagena, roofing the temple and thus avoiding the humidity and leaks that affect both the Cathedral itself and its surroundings.
After the questions and pleadings made by the groups of the opposition to the municipal government, Ana Belén Castejón, it ended the what could have been the last plenary session of the Corporation, and took the opportunity to dismiss the councilors who do not appear at the meetings. upcoming elections and has given them the opportunity to say a few words.
