The organizations consider that this extension is fully justified because the same drafters of the Conclusions of the Workshops of representatives of the Public Participation Process of the PGOU Review, of the Metropolitan Studies and Action Office, UPCT-UMU, had stated that it had not materialized the transfer of the contributions of the neighbors and citizens to the Advance presented by the consultant INCOTEC for Suggestions.
The organizations have also verified, in the initial study of the available information, that there are correlations of public citizen participation in the Progress Report on Progress that have never been proposed, such as the "regularization of illegal constructions".
In general, they consider that there is an excess of urbanizable land, far surpassing the previous one in 1987 and an inadequate soil abuse for the lack of protection of agricultural land or protection for planning, as in the South shore of the Mar Menor.
