The Finance and Interior Commission, meeting this morning with ordinary character, under the chairmanship of the councilor of the area, Manuel Mora, has ruled favorably with the only abstention of CTSSP, the application of 695 thousand euros of the budget surplus of 2018 to the improvement of sports facilities, such as artificial turf pitches in the neighborhood of San Cristóbal de El Bohío and Molinos Marfagones, along with the provision of led lighting in various sports facilities.

According to the report issued by the municipal treasury in the same commission, the liquidation of the 2018 budget finally gave rise to an accounting surplus of 8,887,370 euros.

Of them, according to the law of budgetary stability can only be available to the limit of the positive remnant of treasury, which was 2,323,795 euros, which in turn has had to discount the approximately 1.6 million bills from previous years that lacked budgetary application, leaving 695 thousand euros for sustainable investments, which will finance the works in the sports facilities.

The treasurer has also given an account in the commission of the execution grade during the first quarter of 2019 of the extended budget of 2018. This yields a grade in the execution of the expected revenues for the entire year of 17.56%;

and 43.5% in terms of expenditures, thereby meeting budget stability objectives.

The treasurer also pointed out that although in March the average payment period to suppliers was 71 days, due to the billing of the big contracts and the start of a new budget period;

in April that period had already dropped to 32 days.

COMPATIBILITY OF MANAGING BODIES

In another vein, the Finance Committee has analyzed the motion presented by María José Soler Martínez, councilor of MC Cartagena, on the compatibility record of the legal director of the Municipal Legal Department and the director of Public Employment, New Technologies and Innovation.

The commission has unanimously agreed to propose to the plenary that files be initiated to review and verify the compatibility of these two positions, as well as the rest of the heads of the municipal management bodies.

TAXIS

The commission has also ruled unanimously a budget modification of 12,000 euros for the call for subsidies for the acquisition or transformation of self-taxi vehicles adapted for people with reduced mobility.

Also referred to this sector has been the definitive approval of the Municipal Ordinance Regulating the Service of Urban Public Transport of Travelers in Tourism Vehicles by TAXI in the municipality of Cartagena, initially approved in the plenary session on February 28, and that during its period of public exposure it has not registered any claim.

RURAL ROADS IN THE MANGA

The commission has also ratified unanimously the III phase of the Catalog of Rural Roads of the Municipality of Cartagena with a view to obtaining future subsidies for its improvement within the EDUSI program.

Specifically, there are four roads located in the surroundings of the Salinas de Marchamalo and the Triolas, in La Manga, which are intended to be used to establish a future cycle route.

In 2015, the City Council signed an agreement with the UPCT to identify the various rural roads that existed in the municipality, given that the municipality did not have inventories.

Through this agreement, some 300 stretches of roads were identified, which in subsequent phases the municipal technical services have been cataloged after checking their ownership.

In a first phase, in 2016, 20 roads were cataloged all of them from the western zone;

and in 2017, another five were cataloged in the western zone and the one that links Los Belones with Cobaticas and La Jordana.
