With the entry into force on December 19, 2018, of the new Law on Urban Leases, some measures approved by the Council of Ministers were included and have come forward thanks to the final support of United We Can.

Having touched the Law Regulating the Local Taxes, the IBI (Tax on Real Property) has been modified, opening the possibility that the municipalities can rebate the owners up to 95% of the IBI in buildings for residential use that are subject to social or affordable rent.

It also establishes the legal possibility of regulating a surcharge on the IBI for vacant dwellings with a permanent character of the municipality.

This regulation comes to develop a surcharge that was already established in 2002 and now, under this new legal protection, from PODEMOS we ask with this initiative to be applied for the homes of Cartagena.

Pilar Marcos, mayoral candidate and spokesperson for the municipal group, said: "Cartagena has social housing figures that are much lower than the Spanish and European average.

With this measure what is intended is to eliminate certain regulatory and financing barriers that hinder the development of housing developments in social rent by the City of Cartagena. "

The mayor finished saying: "We believe that this will expand the market for affordable and social rental housing;

public land will be mobilized for this purpose through public-private collaboration;

banks will be encouraged to make available their large stock of foreclosed homes and for many years empty and, finally, will expand the scope of financially sustainable investments so that this municipality can invest in housing without breaking the spending rule. "
