Cs recrimina a We may have blocked in the Assembly the motion to demand the preventive closure of Elcano pavilion
The plenary of the Regional Assembly approved last March 15 and unanimously an initiative of Citizens to proceed to the development of a voluntary cooperation program between the regional and municipal administration, which ensures the conditions of habitability, air conditioning and security in the educational infrastructures.
This cooperation consists of developing agreements, whose purpose would be the delegation of powers in the local entity that subscribes, respecting the provisions of the 1985 regulatory law of the bases of the local regime, so that the municipalities are responsible for the management and the certification of the work, while the regional government would take over the financing.
"This is an opportunity that our City Council should not let slip, so from Citizens we will ensure the next plenary session that the local government understands the importance of what is approved and leaves ready, before the end of the legislature, a list of the projects in which our Administration must embark with urgency to agree with the Community ", has indicated the spokesman of Cs, Manuel Padín, who has indicated the multiple deficiencies that suffer the educative centers and the exasperating slowness of the bureaucracy of the PP, "the PSOE will no longer be able to excuse their inaction by simply answering the directives of the centers that do not have competences for air conditioning, lack of space, or the removal of asbestos, but will be a key and active factor in designing the plans that will be financed with regional funds. "
Pavilion of Elcano
On the other hand, Citizens has accused Podemos of blocking since February 6 in the Regional Assembly the motion that requires the "indolent" Ministry of Education, as a matter of urgency, a risk report of the sports pavilion Juan Sebastian Institute Elcano for the danger to the health and integrity of the students that supposes his present state, "have had five opportunities since then to do it in the Plenary, and more if they had taken it to commission, and they have not wanted", denounces the spokesman of Cs Cartagena, Manuel Padín, who sees in the collaboration program "an opportunity for the City Council to make the risk report".
The Liberal spokesman explains that in the regional parliament each parliamentary group, after registering a motion, decides when their motions are debated in full and in committee, "the perversion of democracy appears when a party registers an initiative only to prevent others from doing so. Do or to avoid debate and approval on a specific issue that does not interest you. "
"We do not know the reasons that, in an urgent matter like this, have led the Parliamentary Group of Podemos to register but not debate that motion, but without a doubt it seems an irresponsible and incoherent attitude because they have prevented another Group from doing so", says Manuel Padin who points out that "the municipal motion that CTSSP-Podemos presented on February 28 in the Plenary of Cartagena does not have any binding power, and before the contempt and indifference of the regional PP, we needed an agreement from the Assembly to make possible the evaluation and preventive closure of the pavilion ".
Last February 16, Cs Cartagena moved to its Group in the Regional Assembly the need to urge the regional government to preventively close the sports pavilion of the institute Juan Sebastian Elcano as claimed by parents and teachers of the center, FAVCAC, or the FAPA, and as they apparently recommend technical reports from an architects' office "that's when we found out that Podemos was blocking the initiative," warns Manuel Padín.
The objective of the liberal training is that the Ministry of Education set up as soon as possible a technical evaluation of its status and that undertake the necessary work dictated by this report, "either the reform of the pavilion apparently projected since 2006 or the construction of new sports facilities for the center, "says the local spokesman of Cs, Manuel Padín, who recalls that this pavilion has an asbestos roof with numerous holes, more than 35 years and that the first demand to resolve the situation It happened a decade ago.
In spite of everything, "Ciudadanos will continue to press publicly and explore other alternatives to force an evaluation that can not wait", reports Manuel Padín.
The new regulation approved in the Regional Assembly will prevent the strategic blockades of the initiatives from the next legislature.
Finally, Cs Cartagena recalls that its Parliamentary Group has already registered in the Assembly an initiative for the removal of asbestos ceilings from schools to end in 2024. From Citizens believe that the actions "can be streamlined to avoid having to wait until the year 2028 ", added the deputy of the orange formation
