The advance of the liquidation of the fourth quarter of 2018 indicates that the City of Cartagena, as of January 31, 2019, meets the Budget Stability objective and shows a financing capacity of 11,981,215.91 euros;

what is equivalent to the surplus initially registered during the past year.

The report has been presented by the Treasury and the municipal intervention in the Finance Committee that has chaired this noon the councilman of the area, Manuel Mora.

It is an amount not yet definitive and once confirmed it must be allocated, by legal imperative, to debt amortization and payment of pending invoices to suppliers, being able to allocate the remainder, even if determined, to financially sustainable investments.

The report also highlights compliance with the expenditure rule by the City of Cartagena, with a margin of 594,927 euros;

as well as the level of the outstanding debt of a financial nature that has been reduced to 64.5 million euros, being 75 percent below the current income settled.

It is also stated that the average period of payment to suppliers during the month of December had been reduced to 18.5 days, well below the 30 days established by the regulations on delinquency in commercial operations.

Finally, in terms of income and expenses, the provisional liquidation of the fourth quarter of 2018 indicates that of the 215.5 million euros foreseen, income rights were recognized for the amount of 201.3 million euros, representing 91 percent of what is budgeted;

and spending credits amounting to 210.8 million were committed, which is 95.2 percent of the budget.

FORWARD THE TAXI ORDINANCE

The Finance Committee has favorably ruled, on the other hand, the proposal of the councilor of the area of ​​Public Services, Citizen Participation and Celebrations, Juan Pedro Torralba, for the approval of the municipal regulatory ordinance of the Urban Public Transport Service of Travelers in Vehicles of Tourism by Taxi in the municipality of Cartagena, after the agreement reached with the professionals of the sector.

The opinion has counted on the favorable votes of PSOE, PP, Ciudadanos and MC;

and the abstention of CTSSP, in disagreement with the manner in which the agreement was reached.

Finally, and among other matters, the Commission has also favorably ruled on the proposal on remuneration of the executive director of Public Employment, New Technologies and Innovation, which must be approved by the plenary.

The opinion has had the favorable vote of PSOE and Citizens;

the abstentions of PP and CTSSP;

and the vote against MC Cartagena.
