CTSSP-PODEMOS has criticized that the Municipal Government continues without moving a finger to put a brake on air pollution in the municipality in everything that results from its competence.

He has also criticized the paralysis of the Government by not requiring the CARM to do the duties.

The purple formation affirms that the City Council, as the administration closest to the people, has a double responsibility marked by the law: the first, in relation to the urban environment with competences in matters such as pesticides and herbicides in parks and gardens, traffic, mobility or CO2 emissions;

the second, for allowing in an accomplice way that the CARM does not suffer the problem of air quality in the municipality, as it has done so far.

The purple formation denounces that the City Council has for years abandoned its neighbors to their fate with a serious public health problem, of which there are already numerous medical and scientific tests (rates of childhood and adult cancer, respiratory diseases, heavy metal levels, deaths by asbestos, etc.), and that this attitude, bordering on complicity, is violating the entire Spanish legal framework, from the Constitution itself, to the Law of Bases of Local Regime and the General Law of Health.

To this authentic environmental prevarication by omission it is necessary to add the numerous lies and breaches of the Local Government (first of coalition and then of the PSOE alone), that knowing that the CARM dismantled the local atmospheric surveillance network that was in Cartagena, it has not mounted the air quality portal promised two years ago, nor the regulations on the atmosphere that were being prepared, nor has the staff of the City Council responsible for the environment, which it announced in the press to drum and saucer, reinforced.

None of this has been done, with the aggravating circumstance that CARM has not even been sued for the regional network to work as it should, since in Cartagena there are obsolete equipment, locations of the booths that distort the data, permanent cuts in measurements , pollutants that are not measured and many more deficiencies that are recognized daily by municipal technicians.

Faced with this true emergency situation, PODEMOS will propose in the Plenary session that the City Council of Cartagena proceed as its neighbor municipality of Murcia, and elaborate and approve a protocol of municipal action for episodes of atmospheric pollution, not only to activate the necessary mechanisms in cases episodic pollution but to monitor and control, with their own staff and permanently, the data that the Autonomous Community moves: this requires the appointment of one or more responsible persons, both the receipt of potential notifications threshold exceeding on the part of the Ministry, as to carry out a permanent follow-up of the data provided by the air quality portal, as well as to communicate the actions to be carried out to each of the parties involved, both locally and autonomously.

I will also monitor the measures developed by the municipality in the matter.

For the municipal group of PODEMOS it is totally insufficient to be governed by the Framework Protocol as it is done until now, much less leave it all to the will of the Ministry, which has already given enough samples that it is interested in everything except take care of the health of the neighbors of Cartagena.

For the municipal group of PODEMOS, with the approval of this protocol and its consequent reflection in the 2019 budget, reinforcing environmental personnel and demanding the Autonomous Community to do their duties as required by law, at least the first ones would be steps to prevent numerous diseases that are totally avoidable associated with air pollution in Cartagena: diseases that, in addition to taking many deaths, take resources from public health and are linked, in one way or another, to industrial emissions, to incineration of hazardous waste, traffic, glyphosate, heavy metals, radioactive waste, growing cruise tourism, or exposure to asbestos ... A whole set of environmental factors that explain that Cartagena is one of the capitals of pollution, being below the average of the Region in life expectancy while being three times higher than the

as cancer mortality means.
