The proposal requests the elaboration of an ordinance with the contribution of the different administrations, the neighbors, experts in rural development, naturalistic groups and mountain sports.
They denounce that many of the trails are full of rubbish and debris, have been broken by the floods and are not properly conserved, looking as abandoned and battered as the same rural world to which they belong.
After having held several forums and meetings with experts and interested sectors, and after various initiatives and proposals in the Regional Assembly and the City Council, PODEMOS Cartagena, through its municipal group, will present a proposal in the Plenary to regulate and protect the rural roads of the municipality through a specific ordinance.
An ordinance that must be drawn up with the largest possible number of actors: neighbors, municipal technicians and the Regional Directorate of the Natural Environment, experts in the rural environment, environmental agents, environmental groups and representatives of the Mountain Federation of the Region of Murcia , among others.
The purple formation, which since October has been working intensively in conferences, discussions and proposals on the subject, considers it a priority to maintain the roads for the revitalization of the rural world: a cultural and natural heritage of the municipality that "needs to be protected with all the available means "2E
For the purple formation, the new ordinance must collect at least the need to:
Maintenance and conservation respectful of the environment and the rural environment.
Determine the competences and coordination between the Administrations responsible in each case of conservation, cleaning and maintenance (City Council, General Directorate of the Natural Environment and CHS).
Guarantee access in conditions to the population centers.
Proper maintenance of the ramblas that cross them in some cases.
Establish a single protocol so that the neighbors can request the administration the arrangement or maintenance (through the AA.VV. or the Neighborhood Boards).
Speed ​​up the processing of files and petitions from neighbors in the local and regional administration, when intervening in the repair and maintenance of rural roads that give access to population centers, mainly during floods and floods.
Prepare a catalog of rural roads of public ownership (as a continuation of the work carried out by the UPCT).
Regulate the use of rural roads for sports activity, according to the new Regional Law.
Invest in signposted "car parks", so that the vehicles of the people who are going to carry out sports activities on the rural roads of great affluence, do not produce damage to them, nor disturb the neighbors of the environment.
Organize cleaning campaigns by the City Council, without prejudice to the cleaning obligation of the competent owners or administrations.
Awareness and sensitize people the importance of not littering and enjoy the environment in a responsible manner.
From PODEMOS remember that the Cartagena environment, and the rural world in particular, is highly abandoned, and this is due to the passivity of the administrations together with the lack of public awareness, issues that have generated, among other problems, the growth alarming of illegal landfills throughout the municipality.
