The construction of the quartering of the Civil Guard in Cartagena dates back to the sixties, being at the time one of the largest in the Region and the national territory.
This bastion houses the official dependencies of different units of the Civil Guard such as the Citizen Security Post, the Traffic Detachment, the Provincial Maritime Service, Judicial Police, Seprona, Underwater Activities, etc.
It also has a hundred houses inhabited by the civil guards with their families, there is a very high level of occupation and waiting list when one is vacated
With the exception of the reconstruction of a building on the occasion of the terrorist attack in 1990, no important structural reforms have been carried out since its construction and, what is more serious, the necessary maintenance works have not been carried out so that said quartering is in adequate conditions. so that the civil guards can carry out their work in good conditions and what is even worse in conditions of habitability for the guards and their families who live in the more than 100 houses of the quartering.
Among the labor needs are the lack of space in the offices and the need for new offices for the different units, mainly for the Citizen Security Post.
From AUGC we have proposed that new offices be built in the old cafeteria that has been inactive for several years now, but so far no project has been carried out.
It is also urgent and necessary the expansion and adaptation of the locker rooms as much as the Traffic Detachment as the Citizen Security Post.
THE BUILDINGS OF THE QUARTEL BEGIN TO GIVE SIGNALS OF RUINA.
-
If investment is scarce in the official dependencies, in the official housing the investment is simply null.
The houses are apartments with measures (about 60 square meters) and materials from the 60s, so they currently suffer from many needs.
Hot water installations, kitchen furniture and bathroom fixtures must be renewed urgently due to their age and deterioration.
The electrical installation of the whole quartering must be renewed and adapted to the current regulations, serve as an example that in 2019 there is still only one general electricity meter from which the entire installation is supplied, controlling the expense by manually reading old individual meters, and the most serious thing is that there is a project that is not undertaken due to its high economic cost.
At the moment the entry porticos of the buildings, the cornices superiors and some corbels or terraces have degraded so much that they have begun to fall to the ground and even threaten landslide.
In this way, many of the porches have had to be propped up and areas with risk of falling cornices have to be delimited.
We know that it has been budgeted for the necessary repairs to be made, but since the safeguards were placed several weeks ago, no work has been done and we do not know when the works will begin, with the consequent risk for the inhabitants of the barracks.
AN URGENT STRUCTURAL REFORM IS NEEDED.
-
From AUGC we demand that the works begin with urgency by the risk of fall of corni-sas or rest of the same, and likewise an urgent structural reform of the whole of the quartering is carried out
The extension of offices is urgent, being able to use the space of the old cafeteria and to adapt the rest of existing offices, as well as the extension of the changing rooms of both Citizen Security and Traffic.
It is urgent that a comprehensive reform of the residential buildings be budgeted, with the renovation of kitchen furniture, hot water and bathroom fixtures, reform of the electrical installation of all the quartering and conditioning of the facades of all the buildings .
Lastly, we are waiting for an early meeting with the Government Delegate, DIEGO CONESA, where AUGC will formally demand that it take the necessary steps to proceed with a solution to Cartagena's cantonment, at the same time that a inform me seriously about the conditions of the rest of the quartering of the Region of Murcia.
We are aware of the high economic budget that a comprehensive reform entails, but it is the duty of the Ministry of the Interior that civil guards can carry out their work in adequate facilities and that the families of the civil guards can live in decent conditions.
