Cs is pleased that the PSOE executes its proposal to have a specific ordinance against abandoned lots (08/02/2019)

- The creation of this ordinance is one of the key points of the shock plan promoted by Citizens and agreed by the Plenary on October 3, 2018

Cartagena, Friday, February 8.

Ciudadanos celebrates that the City Council continues to take steps to implement the shock plan proposed by this group in October 2018 and reported today that the Ordinance of Solares y Terrenos sin Edificar is submitted for public consultation.

In this way the execution of a part of the agreement promoted by the orange formation begins to apply in Cartagena an aggressive plan to effectively combat the proliferation of abandoned unbuilt lots, especially those of private ownership.

One of the key points of the orange motion was the creation of a specific ordinance for fencing, cleaning and sanctions on urban sites.

According to the spokesman of the training, Manuel Padín, "in some municipalities the fines reach up to 10,000 euros as in Zamora, in the city of Murcia the penalties range from 6,000 to 12,000 euros whereas in Cartagena it is only 600 euros for the most serious infractions, or as it is expressed in the current street cleaning ordinance of 1987: 100,000 pesetas ".

The orange spokesman warns that the creation of this specific regulation for the lots, "forces us in turn to update the street cleaning ordinance of 1987, it is not only that it has become useless, it is that we must avoid the duplication of contents because this is which includes the ridiculous fines against those who dump their rubbish and debris on the plots, and against the owners who fail to comply with their obligations. "

Ciudadanos also recalled that is pending the adaptation to current legislation of the ordinance regulating deadlines for forced construction, as approved in the House, "this regulation is also essential to comply with the Land Law of the Region of Murcia, and therefore clearly establish the deadlines established for the construction and urban recovery of areas that have suffered blockage, speculation and the nefarious policies of previous corporations, "explains Manuel Padín.

200 abandoned lots

The Federation of Neighbors has accounted for about 200 lots abandoned to their fate throughout the municipality, "but we need an official census in which the owner is indicated, state of conservation, if an obligation affects him through an agreement or assignment of the City Council, how many complaints and municipal notices it has received, obviously with due respect to the Data Protection Law ", Manuel Padín has demanded.

Part of comprehensive plan against abandoned lots

The orange formation defended and managed to carry out in the Plenary session of October 3 the elaboration of an official register or census of lots, the creation of a specific ordinance, the update of the street cleaning ordinance of 1987 and the compulsory construction, the material and human reinforcement of the area of Urbanism that manages the disciplinary and cleaning files, and the exponential hardening of the sanctions for the vandals and also for the owners who fail their obligations after several requirements and an analysis of the situation.

Cs also requested that information be included in the municipal website so that the citizen knows the procedure and the necessary requirements to denounce the existence of a site that does not meet the sanitary and hygienic conditions due, and the design of aggressive information and prevention campaigns.
