The spokesman of the Municipal Group MC Cartagena, José López, recalled that the judicial procedure began in the spring of 2018 and that "it has been delayed due to the lack of municipal collaboration with the courts, in fact, they have required them on several occasions to that they contribute the administrative file, although Torralba denied it in the Plenary session ".

In this line, Lopez explained that "the procedure is necessary for two reasons, the first, because we impose a receipt of water more expensive than what municipal technicians calculated, and the other, because the City Council continues without revoking the revision of the rate although there are already two judgments that annulled this revision for violating the Constitution the mayor to approve it. "

In addition, it has valued the performance of the socialist government stating that "Castejón is a rebel to comply with the judgments seems logical, because the revision was the result of an agreement with Hidrogea who then wore legality, what we do not understand is the position of the adviser legally, because it is always more serious to persist in an illegality with knowledge ".

The cartagenerista leader has informed on the fact that "besides the multiple irregularities of the procedure that Castejón prepared, there are many expenses that we pay in the receipt and fatten it to the detriment of all Cartagena".

Among the concepts discussed in the procedure are, as Lopez has detailed, "salaries outside the regional agreement that we pay to the directors of the concession, extra costs in transportation, contract modifications, as well as subcontracting services that the concessionaire must provide" .

The MC spokesman also noted that "in order that the Court has all the information to decide, our legal services have requested the summoning of all the technicians who have informed the proceedings, both engineers and economists and legal, because they are the ones they have to give an account of if Castejón's review is legal, especially because none of the reports is conclusive and it seems that they have let the file go without endorsing it. "

The mayor has concluded lamenting the "slowness of these procedures and temporary impunity in which leaders move with few scruples and many needs."
