The Local Government Board held on the morning of this Friday, February 1, 2019, chaired by the mayor Ana Belén Castejón, and that has counted with the participation of the editors Juan Pedro Torralba, Carmen Martin del Amor, Manuel Mora, Mercedes García and David Martínez Noguera, has agreed the transfer of a part of the old school Los Llanos de Villalba to the Association of People with Autism Spectrum Disorder of the Region of Murcia (Asteamur).
The center, in disuse since the 2013-2014 academic year, consists of a plot of 3.249'75 square meters distributed in 3 independent modules.
Specifically, the signing of the agreement has been given the green light to be able to transfer to the collective the building of the complete module 2 and the ground floor of the module 3. The module 2 has a ground floor of 150 square meters with two classrooms and two toilets and an upper floor with another 150 meters, two toilets and two classrooms.
On the ground floor of module 3 there is a space of 150 meters, 2 toilets, two classrooms and two courtyards.
From this moment, Asteamur will be in charge of making the investment to remodel the buildings, whose works will begin immediately and will consist of the installation of air conditioning, improvements in the carpentry and provide the installation with furniture, as well as materials therapeutic intervention.
The association wants to implement in these facilities the service of promotion of personal autonomy and prevention of dependence (SEAP).
It is a temporary assignment of 4 years that can be extended for 4 more years.
The government team is working on the proposal to transfer module 1 to the Villalba Neighborhood Association, which will be approved shortly.
SMALL FORMAT ACTIONS
The project of the new Ordinance of Noises and Vibrations has also gone ahead, with which it is intended to provide the City Council with effective mechanisms in the fight against noise pollution in two fundamental aspects: the preservation of environmental sound levels and the intervention against certain acoustic emitters that may cause such contamination.
In the document that has been approved today, nearly 150 of the almost 300 suggestions presented by neighbors, hoteliers and technicians have been included during the previous consultation period that the government team opened, which has contributed to substantially enrich the project.
The rest of the proposals that have not been included have been answered, one by one, by those responsible for the ordinance.
The project also includes one of the demands of the innkeepers of Cartagena that is to include the so-called small-format performances, which will allow them to perform live performances within the premises, provided that the criteria established by the Law are met.
In addition, this ordinance will incorporate the Noise Law into urban planning in a way that regulates the conditions that buildings must comply with in terms of acoustic insulation of buildings, among which are also premises and establishments, in aspects such as the installation of air conditioners or alarms, and also in relation to street cleaning, waste collection, public address system or loading and unloading.
This project divides the days into three periods: day, from 7 in the morning to 7 pm, in the afternoon, from 7 pm to 11 pm, and at night, from 11 pm to 7 am.
PARK OF THE EXPLORERS
In addition, it has given the green light to the generation of credit that will allow the implementation of a mixed employment and training program of the Agency for Local Development and Employment (ADLE) in the park of the Explorers of the Santa Ana Polygon, with an amount of 337.408'80 euros.
Said program will involve the hiring of 40 students / workers and 4 more people who will make up the technical team, to develop masonry and gardening works in said park.
