- The Plenary of the City of Cartagena unanimously approved in 2015 to launch 'as soon as possible' a full study to install a municipal Wi-Fi network, "the agreement dean of this late legislature still sleeping peacefully in some socialist drawer," says the spokesman local of Cs Cartagena
- Citizens will give a touch of attention to the City Council for the use of images of minors in social networks
The Municipal Group of Citizens today recalled that it was in September 2015, more than three years ago, when the Plenary Session of the City Council of Cartagena unanimously approved to start up "as soon as possible" a complete study of technical feasibility and financial costs for the implementation of a municipal Wi-Fi network, which could cover various points and areas of the city in different phases, with the aim of achieving universal and free access.
"The AVE to Cartagena will arrive before the Wi-Fi to its public spaces," the spokesman of Citizens in Cartagena said indignant today that does not understand "how it is possible that in more than three years has not completed the technical feasibility study and the plenary mandate of September 2015 forced to execute, the dean of the plenary agreements still sleeping peacefully in some socialist drawer ".
Citizens remember that in June 2016, the Government of MC and PSOE apologized saying it was imminent, that it was included in the Smart City project.
"How is it possible that Cartagena, a tourist power, has not installed areas with Wi-Fi coverage in public spaces of interest and squares in the city ?, Padin asks, denouncing that it is not even available in the Town Hall or in the Administrative Building of San Miguel for the workers of the municipal groups, we are not a Smart Cit, of course, we are a municipality still anchored in the XX century ".
More than eight years ago, Cartagena enjoyed a Wi-Fi zone in the Plaza de Heroes de Cavite, with an extension to Plaza Juan XXIII and Parque de los Juncos.
However, in 2010, the City of Cartagena, then ruled by the PP, eliminated these areas, causing a public digital blackout in the city.
Currently, Cartagena does not have any public outdoor network to connect to the Internet without wires.
The spokesman for Citizens believes that "this will be a measure to contribute to an added value that, in addition to improving the quality of life of the residents, will mean offering a service that today is essential for the daily tasks of our public workers, an attraction for the tourists that visit us and an undoubted increase in local business opportunities ".
For all the raised, this Municipal Group will raise a question the next municipal Plenary to know why the local government, since September 2015, has not fulfilled the commitments of the motion to implement Wi-Fi for free and universal in public spaces of Cartagena and when do you intend to comply? "
Protect minors in the network
In addition, Citizens will propose that the Municipal Corporation is committed to safeguard and protect minors by not uploading images to official social networks without their prior and express consent;
or at least not without pixelating the faces.
The current European regulation informs Cs - that although the personal consent of the minors will only be valid from the age of 16, the EU Member States can establish a lower age that exceeds 13 years.
Currently, the Spanish system fixes it at 14, although the draft of the new national law sets the minimum age of 13. On the other hand, Ciudadanos wants the City Council to improve the protocol of protection of the image of minors when organizing events in those who participate.
This protection, recalls Cs, is a fundamental right contained in Article 18 of the Constitution, in the Law on Civil Protection of the Right to Honor, in the Organic Law on the Legal Protection of Minors, and in the new General Regulation on Data Protection ( RGPD), "all this should be clear in the rules of use of municipal social networks, but we do not have," laments Padin.
And the rules of use of the networks?
On the other hand, Citizens will ask at the next Plenary for the draft on the rules of use of social networks that the Government of Cartagena claims to be developing since 2016, "let's see, we are not talking about the master plan of the Roman Amphitheater or the Cathedral of Cartagena, are simple rules that all municipalities have, I do not understand and I can not stand this laziness, "says Manuel Padín, who exemplifies that the networks of the neighborhood councils have no regulation are a" tremendous chaos and most are vampirized by the party that presides over the Board ".
According to the orange training, the then councilman of Security, Francisco Aznar, assured in September 2017 that the computer service Data Processing Center had prepared in 2016 a regulation of use, which was being shared with other services of the City Council for review and rectification, "this was said more than a year ago, not even the extreme minority of the PSOE in the Government can justify this."
