The satisfaction is double, since not only the content of the first 41 articles has been agreed upon, but this has also been done thanks to the fact that the purple formation has been the only one that has presented a complete proposal of Regulation, which is what is allowing to advance in a matter as important as participation and deconcentration in the municipality2E
Pilar Marcos, spokesman for the municipal group, has shown his surprise to know today of the existence of a report of the Municipal Legal Advisory regarding the Neighborhood Boards, which was developed some time ago at the request of the Delegate Councilor for Decentralization2E On the one hand, the Purple formation has criticized that the Government has deliberately concealed, and for more than a year, the aforementioned report, when it is of fundamental interest to the municipal groups.
On the other hand, and in the absence of an exhaustive assessment, CTSSP-Podemos has criticized the content of the report itself: For We can the Neighborhood Boards have never had their own legal entity and its configuration must be based on the Law of Large Cities, and not on The Law of Rationalization and Sustainability of the Local Administration, as affirmed by the City Council's Law.
For the municipal group of Podemos now is when the parties really have to show whether or not they opt for deconcentration, delegating the power of the City Council, with competencies, resources and adequate budgets for it.
This is the only way to bring the administration closer to the people and favor participation.
In this sense, CTSSP-PODEMOS considers that the current model of the Neighborhood Councils is obsolete and harmful, that it was a spawn of the PP and that for the only thing that has served is to favor the caciquismo and the clientelist networks, distancing the neighbors from direct participation in public life.
Finally, from CTSSP-PODEMOS they advanced that they are finalizing the details of their proposal in the matter of deconcentration, so that this one is valued by the rest of the parties and that between all a consensus can be arrived at, so that it is in the new Regulation of Citizen Participation that should be concluded before the end of the term.
