Citizens wants to eradicate the "spaces of fear" in Cartagena and asks for their inclusion in the urban planning (05/01/2019)

The spaces of fear are areas, passages, dead ends, poorly lit places, where neighbors, especially the most vulnerable groups, perceive a greater sense of insecurity.

Citizens has undertaken in Cartagena a line of work to reduce fear, a subjective emotion but shared by many Cartagena when there are certain circumstances that trigger its prevalence.

Citizens will request that Cartagena follow the recent example of Valladolid or Gijón and incorporate into the urban planning a map of gender risks in the municipality to develop concrete strategies to improve the security of all residents and especially women.

In the case of Valladolid, the Town Planning Department counted as authoritative documentation sources to make the map to the Municipal Police, which analyzed the risk areas by districts and detailing the causes (badly lit areas, blind spots and no exit), a the technicians of Urbanism who know with extreme depth their city and its neighborhoods, and the work published by the newspaper El Norte de Castilla that promoted the participation of the Valladolid readers who marked in an interactive map those places in which a woman feels fear for the mere fact of being a woman.

In the Region of Murcia, the newspaper La Verdad has carried out this work.

According to the spokesman of Citizens in Cartagena, Manuel Padín, "what we intend with this risk map, and with the inclusion of the gender perspective in the plans and urban actions is that the Department of Urban Planning and Equality in Cartagena indicate as priority actions that reduce this risk, this view is already a generalized pattern in European and national legislation that encourages us to include the gender component in all municipal areas ".

"We are convinced that this proposal will be well received by all political forces, especially by the mayor of Cartagena who has stated on several occasions and publicly that one of its main challenges is and will be to add gender criteria in all municipal policies" , explained Manuel Padín.

For Citizens, the new General Plan of Urban Planning of Cartagena must have a report on impact due to gender, as recommended by various European regulations, "this is especially important because transformations and large-scale works that generate underground passages are coming and tunnels that are especially worrying and problematic spaces for the integrity and safety of our neighbors, a space that requires a design that counteracts and minimizes the sensation of fear. "

Citizens stress that the European Union has created, since 1998, entities, projects and lines of work related to this issue that Cartagena has to consult as a model to follow, "would also do well our local Executive to contact the municipalities of Valladolid and Gijón for get advice. "
