The councilor has also shared with the media the challenges that the municipal government is marking for the year 2019.
Among the challenges set for the year 2019, the municipal government will initiate the second phase of pedestrianization of the Cartagena Center.
The 2019 budget "will include a departure that we want to be agreed with all the municipal groups", to start the second pedestrianization phase of the Cartagena Center, Castejón has indicated.
The mayor announced that the next Commerce Council will open the debate for the implementation of this measure, which must have the consensus of the merchants and neighbors.
Commitments with neighbors
The mayor has announced that the 2019 budget will include commitments made with neighbors, such as the soccer fields of Bohío, Los Belones and Molinos Marfagones;
the medical office of Santa Ana;
the start-up of the new headquarters of the Pharmacy Academy;
the recovery of the Gisbert Market;
the increase by 500,000 euros in the heading destined to Participatory Budgets;
and the bike lane of Esparta Street, with which the cycle lane circuit will be finished.
Social politics
The Consistory will follow two strategic lines very present in the budgets of 2019;
with a firm commitment to promote social policies, "today we incorporate four more houses to the municipal network of social rent and very soon we will recover the old school of Villalba for the neighbors and for Asteamur".
Heritage
On the other hand, the Government of Castejón has set for the year 2019 the commitment to lay the foundations for the recovery of the Roman Amphitheater, the Cathedral of Santa Maria, and the culmination of the Roman Forum neighborhood.
BALANCE
Mar Menor
In her review to 2018, the mayor wanted to address the situation of the Mar Menor, because as indicated "I am obsessed by the good state of the salt lake."
For this reason, this Friday, December 21, has been approved in the Governing Board, as committed in the Debate of the State of the Municipality, the request to the Community Atónoma de Murcia (CARM) to annul or review the 'Plan of Ordination of the Natural Resources of Open Spaces and Islands to Mar Menor ".
"Our concern for the Mar Menor and its surroundings, as well as for the rest of the protected areas, is great, and we will not allow the development of urbanizations that may cause environmental damage in our municipality," said the mayor, who also declared that it will use all the tools at its disposal to prevent macroprojects in the Mar Menor environment, referring to the Novo Carthago project, of Hansa Urbana.
In order to protect the salty lagoon, the mayor has already asked the Government of Spain for an Integral Plan for the Mar Menor.
Hospital of Rosell
About the Hospital del Rosell, Catejón has stressed that the patches that the regional government is putting in the Rosell are not enough, "in September I met with the Minister of Health and I demanded concrete measures so that the Rosell was working 100% "
This hospital, according to the 'Save the Rosell Platform', only works at 16 percent of its capacity.
The mayor does not want this hospital to be a mere complement to the center of Santa Lucia, "as claimed by the regional government, but must be at full capacity, according to the law that was approved in the Regional Assembly," said the mayor.
City of Justice
At the meeting of the Bureau of Justice, which will be held on January 10, the Consistory will report the negotiations opened with the Ministry of Defense and the suitability report that the technicians of Justice are preparing on the two locations that are shuffle for the City of Justice: the Naval Hospital and the Navy's subsistence factory.
West line buses
The mayor also announced that the Governing Board had approved the start-up, "as a regular line" of the transport service of the west line, which last year began experimentally.
It is a circular line that connects the western area with Marfagones Mills, an old neighborhood demand that will be permanently integrated into the urban lines of Cartagena from now on.
The west line will make 5 trips daily.
Municipal employment

In addition, it has been planned to incorporate more agents if necessary as a result of the decree that has just entered into force that allows the police to retire early.
Similarly, it has also indicated that the consolidation process of 151 places is underway that will allow improving the working conditions of many municipal employees while giving the opportunity to citizens who want to opt for these places.
Logistics Action Area (ZAL)
On the other hand, the mayor has expressed his satisfaction because the year ends with another commitment made by the government team, "as has been the mediation and pressure that we have exercised both the Autonomous Community and SEPES, so that The Logistics Action Zone of Los Camachos will soon be a reality, it will do so at the beginning of the year ".
Railway infrastructures
Regarding the railway infrastructures, Castejón has indicated that the year 2018 has been, "without a doubt, the best year for Cartagena of the last decade".
On September 17, the first hybrid train that connects Cartagena with Madrid came into operation, in just over four hours.
Also in September, RENFE launched the special bonus that reduces the ticket for students and professors of the Polytechnic University of Cartagena to 2 euros and that, in just three months of operation, has generated a growth of 23% of the users.
Recently, the Secretary of State for Development announced in Cartagena the imminent tender for the project of comprehensive remodeling of the Train Station of Avenida de América, which will involve an investment of just over 6 million euros.
Finally, the mayor recalled that this year they had to face a decision of the Ministry of Development, the former Government of Spain, "which would have been the strangulation of our neighborhoods and the city center, as a result of the arrival in surface of the AVE ".
But Castejón has indicated that "today there are 11 alternatives on the table", which will allow planning the integration of the AVE in Cartagena in an underground way and preparing the connection of the port of Cartagena with the future zone of the ZAL.
To conclude, the councilor has detailed that improvements to the railway infrastructures will continue to take place in the first months of 2019, since the Camarillas variants will be opened in February, which will reduce the travel time to Madrid.
