Cartagena is the first municipality in the Region of Murcia that will submit to citizen participation the progress of the General Plan of Urban Planning and the third of all Spain, as reported this morning by the mayor of Cartagena, Ana Belén Castejón.
"First we listen to the citizenship and then we present the document of the progress of the General Urban Plan," said the mayor.
Neighbors can submit their proposals without a prior work document, since the progress of the Plan will be developed taking into account the requests of neighbors and groups, the first mayor has specified.
The period of citizen participation will be from January 8 to March 5.
Those interested can participate by leaving their opinion on the website created for that purpose;
enrolling in any of the four participatory workshops that will be held;
and joining the participatory workshops of representatives of entities.
In addition, specialists in the field will be consulted in a panel of experts.
The City Council will listen to everyone's proposals;
neighbors, professionals, experts.
According to the first mayor, "everyone has room to tell us what municipality they want, within the limitations established by the reality from which we started and the environmental protection that is untouchable," Castejón said.
PARTICIPATION THROUGH THE MUNICIPAL WEBSITE
The website of the City of Cartagena in which anyone, after identification, can leave your opinion will open on January 8.
It includes very clear forms to give an opinion, as well as maps of the municipality and basic issues such as the existing urban reality and the protected areas of each sector.
The municipality of Cartagena has been divided into four large areas to facilitate the work of the neighbors: west, north, center and east.
Neighbors can enter each of the maps to know the alternatives of development that exist to review.
In the case of the western and northern zones there will be 2 development alternatives;
while in the central and eastern zones there are 3 development alternatives.
But these alternatives are open, since citizens can suggest modifications of each of them.
PARTICIPATORY WORKSHOPS
The participatory workshops will be developed in two sessions;
one of analysis and another of proposals.
The first will take place on the following dates:
January 15, at the social premises of Canteras (western zone)
January 22, at the Youth Resource Center (downtown area)
January 29, at the social premises of the Belones (eastern zone)
February 5, at the Pozo Estrecho Civic Center (northern zone)
The proposal sessions will be:
February 12, in the social premises of Canteras (western zone)
February 19, at the Youth Resource Center (downtown area)
February 26, at the social premises of the Belones (eastern zone)
March 5, at the Pozo Estrecho Civic Center (northern zone)
All meetings will be held from 7:00 pm to 9:00 pm to facilitate neighborhood participation as much as possible.
The list of entities that will be invited to participate is composed of representatives of 53 groups such as professional associations, public institutions, environmental, neighborhood, educational, social, cultural, youth, senior, economic, mobility and accessibility associations and means of communication, among others.
EXPERT PANEL
Interviews with the professionals will take place from January 14 to February 1 and will involve experts in Territorial Planning and Urban Planning;
experts in Economics and Environment;
and experts in Public Management.
FINAL PHASE
Once all the proposals have been collected, as of April 1, the Municipal Plenary must approve the progress of the PGOU establishing a period of exposure to the public of one month.
During these 30 days, any citizen may submit suggestions that the government team may or may not incorporate into the final document before sending it to the CARM
